At Fed, compromise trumped aggressive action

Some Federal Reserve officials pushed in August for a more aggressive response to the economy's slowdown. They settled for a pledge to keep rates super-low for two more years and agreed to consider additional options at an extended meeting in September.

Minutes of the Aug. 9 discussions released Tuesday show that Fed officials discussed a range of actions, including another round of Treasury bond purchases. Some Fed officials said a weaker economy called for such a step.

Fed officials in the end opted to keep rates low until at least mid-2013. They also added a second day to their September meeting. That raised speculation that the Fed would announce some further action after that meeting.

Three Fed members opposed any steps for fear they could ignite inflation. The 7-3 vote after the meeting marked the first time in nearly 20 years that at least three members dissented from a Fed statement.

Stocks rose modestly after the minutes were released. The Dow Jones industrial average gained more than 30 points. Broader indexes also increased.

The minutes show Fed officials discussed the two-year pledge to keep interest rates near zero, a third round of bond purchases, and shifting the mix of the Fed's holdings into long-term Treasury securities. Some members also raised the idea of tying the pledge to keep interest rates low to a level of unemployment or inflation, instead of the set time period.

The bond purchases are intended to keep long-term rates low and aid the economy. The second round of bond purchases, announced last year, sparked a 28 percent rally in the Dow through April 29.

Charles Evans, the president of the Federal Reserve Bank of Chicago, said Tuesday that he was one of the Fed officials who favored more aggressive policy actions. He was also one of the seven officials who supported the two-year timeframe for keeping rates near zero.

"Strong accommodation needs to be in place for a substantial period of time," Evans said in an interview on CNBC.

Analysts have speculated that such a high level of dissent makes it harder for Fed Ben Bernanke to rally support for more action. Others say the August vote shows Bernanke is willing to press forward, even with a divided board.

And at least one of the dissenters may be softening his opposition. Narayana Kocherlakota, president of Federal Reserve Bank of Minneapolis, said Tuesday that he would not seek to overturn the August decision at future meetings. He said such a move would undercut the Fed's ability to make similar pledges in the future.

Investors had hoped Bernanke would provide details of the Fed's next moves during a highly anticipated speech in Jackson Hole, Wyo. But Bernanke offered no new steps. He did say the central bank would extend its September meeting to two days to allow for a fuller discussion. On Tuesday, the minutes show that the board had pushed for the longer meeting.

A turbulent summer has fueled fears that the U.S. is on the verge of another recession.

The economy grew at an annual rate of just 0.7 percent in the first six months of this year, the weakest performance since the recession ended two years ago. Europe's debt crisis has intensified. U.S. lawmakers fought over increasing the nation's debt limit, and only agreed to do so hours before a potential default. That prompted Standard & Poor's to lower its rating on U.S. long-term debt for the first time in history.

Stocks plunged in late July and early August. The Dow has lost nearly 11 percent of its value since July 21.

A handful of reports showed that growth picked up at the start of July-September quarter. In July, consumers spending rose by the most in five months, the economy created twice the number of jobs as in each of the previous two months, and a rebound in the auto sector drove factory production up by the most since the Japan crisis.

Still, consumer confidence in the economy plunged in August to a two-year low, according to a report Tuesday from the Conference Board. The downgrade in U.S. debt and the stock market plunge likely contributed to the decline.

A key question for the economy is whether consumers and business will continue to pull back on spending this fall.

The Fed minutes also showed that the central bank held an unscheduled videoconference on Aug. 1 to discuss their options if Congress did not increase the borrowing limit in time to avoid a default. The minutes did not provide details on what actions were discussed.

After Irene: Severe flooding is feared within days

(AP) ? From North Carolina to New Jersey, Hurricane Irene's winds and storm surge fell short of the doomsday predictions. But the danger is far from over: With rivers still rising, severe flooding is feared across much of the East Coast over the next few days.

More than 4 million homes and businesses along the coast were still without power Sunday, and at least 18 deaths were blamed on the storm.

With roads impassable because of high water and fallen trees, it could be days before the full extent of the damage is known. But by Sunday afternoon, most of the damage reported was downed trees and power lines. Severe damage appeared isolated ? at least for now.

"I think it's a little strong to say we dodged a bullet. However, it certainly could have turned out worse for the Hampton Roads area" in Virginia, said National Weather Service meteorologist Mike Montefusco.

At the same time, officials warned of the possibility of extreme flooding as runoff from the storm makes its way into creeks and rivers.

Irene brought six inches to a foot of rain to many places along the East Coast. In one eastern North Carolina neighborhood, two-dozen homes were destroyed by flooding and officials feared more damage could be uncovered there.

Some areas of the Northeast had soggy ground even before the storm because of an extremely rainy August.

"We are going to look at a record flooding situation here, both at the shore and inland," New Jersey Gov. Chris Christie said on ABC's "This Week."

The storm was still pummeling New England on Sunday, dropping below hurricane strength but still dangerous with 60 mph winds and heavy downpours.

Virginia Gov. Bob McDonnell had initially warned that Irene could be a "catastrophic" monster with record storm surges of up to 8 feet.

But in Virginia Beach, the city posted on Twitter late Saturday that initial reports were promising, with the resort area suffering minimal damage. And in Ocean City, Md., Mayor Rick Meehan reported: "Scattered power outages. No reports of major damage!"

In Lusby, Md., Constellation Energy Nuclear Group said one of two nuclear reactors at Calvert Cliffs went off-line automatically because of Irene's winds. Constellation said the plant was safe.

Floodwaters were rising across New Jersey, and more than 2,000 National Guardsmen were helping with search and rescue work as officials assessed the damage. The Raritan River, which caused disastrous flooding after it was swelled by rain from Hurricane Floyd 12 years ago, was not expected to crest until Sunday evening.

Cell phone towers appeared to be spared in most areas affected by Irene. Some networks had fallen quiet in North Carolina and southern Virginia, the Federal Communications Commission said.

Still, with skies clearing Sunday morning, some of those living on the coast were cautiously optimistic.

After spending the night hunkered down in his Pleasantville, N.J., home overnight without electricity, Harry Webber went outside in a fruitless search for place to buy a cup of coffee.

"I was pleasantly surprised to see that most of my town is still in one piece," he said.

Late last week, Irene was a fearsome Category 3 hurricane with sustained winds of around 115 mph as it barreled across open water toward the East Coast. Forecasters predicted it could grow to a scarier Category 4 before blowing ashore.

By Friday, though, the storm began losing steam. It came ashore the next day in North Carolina a mere Category 1 with winds of about 85 mph, and had weakened into a tropical storm by the time its eye hit New York City on Sunday.

While the National Hurricane Center accurately predicted Irene's track, the agency's director acknowledged that forecasting the strength of the winds days in advance can be difficult because of the myriad factors involved.

"We're not completely sure how the interplay of various features is causing the strength of a storm to change," said Bill Read, director of the National Hurricane Center.

North Carolina Gov. Beverly Perdue said that Irene inflicted significant damage along her state's coast, but that the full extent was unclear because some areas were unreachable because of high water or downed power lines.

Perdue planned an aerial tour Sunday of the hardest-hit counties after TV coverage showed downed trees, toppled utility poles and power lines and mangled awnings.

In North Carolina's Craven County, officials said that as many as 25 homes were destroyed by swells from the Neuse River in a neighborhood that was hit hard by Hurricane Isabel in 2003. The fire department rescued people from a handful of houses on Saturday.

Officials in North Carolina's Dare County said they were advised there was extensive flooding that needed to be checked out. About 2,500 people on Hatteras Island have been cut off by damaged roads, and there are plans to bring them supplies by ferry. It's not clear yet how bad damage was on the island.

Elsewhere, authorities suggested Irene didn't create the kind of havoc that had been anticipated.

"We were prepared for a lot worse, but we got lucky on this one," said Bruce Shell, New Hanover County, N.C., manager.

He said many of the 70,000 homes that lost power Saturday were back online in the evening and a wastewater spill at Wrightsville Beach appeared to be minor.

Pinehurst dentist Harwell Palmer said his home in Ocean Isle Beach, N.C., lost a few pieces of siding and there was some street flooding, but a pier that took a pounding from the waves was still standing. The storm did gobble up some of the sand.

"The main concern we will have going forward is the loss of beach," he said.

The question still facing the region was whether Irene's effects over the next few days would match the mess left behind by such storms as Floyd and Isabel.

In 1999, Floyd dropped at least 15 inches of rain on eastern North Carolina. The flooding was the most damaging in the state's history, topping $3 billion in North Carolina. Four years later, Isabel brought hurricane conditions to eastern North Carolina and southeast Virginia, causing about $1 billion in damage.

In the resort town of Ocean City, Md., damage appeared minimal. A few small trees along a major road had been uprooted. Scattered piles of sand about two feet high covered areas of the boardwalk. The end of a wooden pier was sagging and a wooden railing was askew.

At the Quietstorm surf shop on the boardwalk, part of a wall where the shop's name is advertised had been torn off, exposing wiring and scattering insulation. Locals, though, said they had seen worse during ordinary storms.

"I think we dodged a bullet," said LeAnn Price.

The body of Michael Showers, an actor who had a recurring role as police Capt. John Guidry on the HBO drama about New Orleans in the aftermath of Hurricane Katrina, was found floating in the Mississippi River this morning. He was 45.

A steamboat captain spotted him at around 11:15 a.m. in waters near New Orleans' French Quarter and Harbor Police recovered the body about 30 minutes later, authorities told he Times-Picayune.

An autopsy will be performed to determine cause of death, but the chief investigator for the Orleans Parish coroner's office estimated that Showers' body had been in the water for two days.

The Times-Picayune identified Showers as being from Chalmette, a village in southeast Louisiana situated on the east bank of the Mississippi River.

Steve Jobs Faces Uphill Battle Against Cancer: Experts (HealthDay)

THURSDAY, Aug. 25 (HealthDay News) -- One of the hallmarks of Steve Jobs' tenure as CEO of Apple Inc. was the secrecy that has shrouded products he was about to unveil -- from the iPod to the iPhone to the iPad -- creating tremendous consumer interest.

Jobs' announcement Wednesday night that he was stepping down as the head of the hugely successful technology company he co-founded in a northern California garage 35 years ago was similarly thin on details, although speculation immediately turned to his ongoing health problems.

In a letter to Apple's board, the 56-year-old Jobs said he "always said if there ever came a day when I could no longer meet my duties and expectations as Apple's CEO, I would be the first to let you know. Unfortunately, that day has come."

This much is known about the health of Jobs, a legendarily private man: Since 2004, he has been fighting a rare form of pancreatic cancer called neuroendocrine cancer. In January, he took his second medical leave from Apple after undergoing a liver transplant for tumors that had spread to that organ.

Pancreatic cancer expert Dr. Craig Devoe, from the department of medicine at North Shore-LIJ Health System in New Hyde Park, N.Y., said that "neuroendocrine tumors are uncommon, with only a few thousand cases a year."

For those that affect the pancreas, the numbers are even lower with fewer than 1,000 cases a year in the United States. In contrast, there are around 40,000 cases of other pancreatic cancers a year, Devoe said.

Dr. David M. Levi, a professor of clinical surgery, liver and GI transplantation at the University of Miami Miller School of Medicine, said neuroendocrine cancer "is an unusual tumor. It can arise in a number of places, including the pancreas." Such tumors can also start in the lungs.

It's also one of the few tumors that can benefit from a transplant, Levi said. Jobs' cancer started in the pancreas and then spread to the liver, making the liver transplant an option, Levi said, adding he has treated patients with this type of cancer and done many liver transplants.

The prognosis for neuroendocrine cancer is often better than for the more common type of pancreatic cancer, in which patients generally live less than a year after diagnosis. "But this type of cancer can also be bad," Levi said.

Neuroendocrine cancer can return after treatment, Levi added. And while a liver transplant can be effective, "it is not as great a picture as we first thought," he said. "A lot of these patients who have transplants eventually do recur."

If Jobs' cancer has returned, the prognosis isn't good -- he could have just months to live, Levi said.

"The vast majority of patients that have recurrent disease will die of their disease. One of the problems with the [liver] transplant is that now you are on immunosuppressant drugs, and while they keep you from rejection or destroying the liver, the immune system also would have helped deal with tumors," he said.

"Jobs may be a candidate for additional treatment line chemotherapy," Levi added. "If we have some options survival may be longer."

Doctors don't really know what causes neuroendocrine tumors. In the past year, the U.S. Food and Drug Administration approved two new drugs for neuroendocrine tumors -- sunitinib and everolimus.

In a commencement address in 2005 to Stanford University graduates, Jobs said: "No one wants to die. Even people who want to go to heaven don't want to die to get there. And yet death is the destination we all share. No one has ever escaped it."

According to a study in the Journal of American College Health, while 70 percent of students in the study gained a ?significant? amount of weight between the start of college and the end of sophomore year, most students did not gain the full 15 pounds. ?The average weight gain was closer to nine pounds among the group of 764 students.
Nine pounds, though, is still a lot to gain. ?Weight gain should be no mystery, though, when students analyze many of their living habits.
The first culprit may be unhealthy or late-night snacking, or worse, the unhealthy and late-night snacking.

Many students enjoy snacking while studying. ?After all, writing that 15-page paper on Moby Dick isn?t so bad when you have Peanut M&M?s at an arm?s length. ?Eating while one is distracted, though, can be a dangerous thing. ?A study at Yale University showed that when subjects watched television while eating pizza, they ate 36 percent more than they would have without being distracted.

It?s no secret that many student-favorite snacks include things high in empty calories that are cheap, tasty and unfortunately not very healthy. ?After all, it?s easier to keep Oreos in a dorm room than a bag of broccoli that will spoil after a week.

The U.S. Department of Agriculture defines empty calories as foods and beverages that are high in calories with solid fats or added sugars and without real nutritional value. ?The website states that ?it is important to limit empty calories to the amount that fits your calorie and nutrient means.?

For late-night eating, the Taco Bell located at 2055 W. Martin Luther King Blvd can be a best friend and a worst enemy to many students. ?Not only is the restaurant open 24 hours, but students also get a discount.

?All you have to do is show a student I.D,? said Cathy Paine, store manager of the Taco Bell on Martin Luther King Boulevard.

?When you?re studying late at night and you get hungry, all the dining halls are closed, so you go to Taco Bell,? said Megan Wojcicki, a senior. ??They always advertise the ?Fourth Meal,? but that?s really what it is ? people have dinner early, and then they?re hungry again. ?It ends up being their fourth meal of the day.?
Another culprit of weight gain may be a lack of activity. ?Students who participated in high school sports but aren?t participating at the university level are not accustomed to the lack of physical activity. ?Newly sedentary students may eat the same amount they did when they worked out for three or four hours a day. ?Now that they are not burning as many calories, they may put on extra weight ? and not from muscle.

Students that wander through the HPER building could get lost for hours exploring the different opportunities that University Recreation provides for students to stay healthy and active. ?The building includes a fitness center, pool, indoor track, basketball and racquetball courts, rock climbing and more.
?The Fitness/Wellness program provides group exercise classes at no extra charge for students, as well as various other group classes and wellness seminars,? Helms said. ??The Intramural Sports program offers sport leagues in various sports such as flag football, soccer, softball, volleyball and tennis.?

Students looking around campus will find still more programs.

Club sports are a more competitive sports option. ?Those teams practice regularly and compete with other schools. ?The Outdoor Connection Center offers gear rental services as well as hiking, biking, climbing and paddling outings. ?Classes in activities such as Ballroom Dance, capoeira (a Brazilian combination of martial arts, sports and music) and CPR are also available, Helms said.

Another important way to avoid gaining weight is for students to watch their eating habits. ?While campus dining halls offer great desserts, they also offer very healthy options, including a salad bar always filled with fresh vegetables and toppings. ?Students can make use of these options to stay healthy.

?Always survey the dining halls before you get a plate, so you know what you want to eat most,? said Macy Brisben, a UA junior. ?Get lots of things on only one plate, including dessert, and don?t go back for seconds. ?The best way to keep track of what you eat is to use an iPhone calories app.?

For the inevitable study-and-snacking combo, Dr. Melina Jampolis, Diet and Fitness expert for CNN.com, recommends that students should keep snacks such as baby carrots, apples, string cheese and low-fat microwave popcorn in their dorm room.

Another way to stay healthy is to incorporate physical activity while studying.

?The brain works much better with good blood flow,? said Jean Henry, associate professor of health science. ?Never sit for more that 45 to 50 minutes without getting up and moving around.?

Involvement in campus activities is another way for UA students to stay healthy and active. ?There are more than 250 registered student organizations on the UA campus, according to the Center for Leadership and Community Engagement website.

?For me, I eat when I am bored, so students should be sure to get involved,? Brisben said.

One of the keys to both staying healthy and getting involved is to get plugged in socially.

?Find a partner in your plan to stay healthy ? someone you can be active with, watch calories with, etc.,? Henry said. ??Our social connections do help determine our habits and behaviors; be sure you are surrounding yourself with others who want to stay healthy.?

All of this together can lead to not only avoiding the freshman weight gain, but becoming even more fit freshman year and beyond.

Some VCs actually have specific conditions written that prevent them from investing in any entity besides a C Corporation. That alone would seem to make the decision pretty simple. If you?re considering angel or VC funding, the C Corp is the way to go. But, of course, like anything in business, things aren?t always so simple. C Corporations can be overkill for small businesses. The amount of paperwork involved with the C Corp is significant, and there is also something known as ?double taxation.? Unlike the LLC or S Corporation, the C Corporation is taxed separately and must file its own taxes. In some cases, the owners of a C Corporation can end up with a pretty hefty tax burden as they need to pay taxes on both the corporation?s profits as well as whatever income or dividends they personally collected. Two Routes to Creating a C Corporation Considering all those factors, there are two routes for the new business: Create a C Corp from the start: You may have more paperwork and you may have to pay more in taxes in the beginning, but if you definitely plan on seeking VC funding (and within a relatively short time frame), you might as well start as a C Corp and save yourself the hassle. Create an LLC then convert to a C Corp later: This option should be pursued only if you truly aren?t sure you?ll ever look for VC funding or if your plans are many years down the road. Fresh fighting erupts between Libya rebels, regime

Fresh fighting erupted in Tripoli on Tuesday hours after Moammar Gadhafi's son turned up free to thwart Libyan rebel claims he had been captured, a move that seems to have energized forces still loyal to the embattled regime.

Rebels and pro-regime troops fought fierce street battles in several parts of the city, a day after opposition fighters swept into the capital with relative ease, claiming to have most of it under their control.

Thick clouds of gray and white smoke filled the Tripoli sky as heavy gunfire and explosions shook several districts of the city of 2 million people. Some of the heaviest fighting was around Gadhafi's Bab al-Aziziya main compound and military barracks.

The compound, which has been heavily damaged by NATO airstrikes, has emerged as one of the centers of government resistance since tanks rolled out Monday and began firing at rebels trying to get in.

Seif al-Islam's sudden -- even surreal -- arrival at a Tripoli hotel where foreign journalists are staying threw the situation in the capital into confusion. The appearance of Gadhafi's son and former heir apparent underlined the potential for the longtime Libyan leader, whose whereabouts remain unknown, to strike back even as his grip on power seemed to be slipping fast.

Rebels say they control most of Tripoli, but they faced pockets of fierce resistance from regime loyalists firing mortars and anti-aircraft guns. Rebel spokesman Mohammed Abdel-Rahman, who was in Tripoli, said the "danger is still there" as long as the longtime Libyan leader remains on the run.

He warned that pro-Gadhafi brigades are positioned on Tripoli's outskirts and could "be in the middle of the city in half an hour."

The rebel leadership seemed stunned that Seif al-Islam was free. A spokesman, Sadeq al-Kabir, had no explanation and could only say, "This could be all lies."

He could not confirm whether Seif al-Islam escaped rebel custody, but he did say that another captured Gadhafi son, Mohammed, had escaped the home arrest that rebels had placed him in a day earlier. On Monday, the rebels had said Seif al-Islam was captured, but did not give details on where he was held.

The Netherlands-based International Criminal Court -- which indicted Seif al-Islam and his father -- had announced his capture, but spokesman Fadi El Abdallah said Tuesday the court never received official confirmation from Libya's rebel authorities that he had been arrested.

Seif al-Islam, with a full beard and wearing an olive-green T-shirt and camouflage trousers, turned up early Tuesday morning at the Rixos hotel, where about 30 foreign journalists are staying in Tripoli under the close watch of regime minders.

Riding in a white limousine amid a convoy of armored SUVs, he took reporters on a drive through parts of the city still under the regime's control, saying, "We are going to hit the hottest spots in Tripoli." Associated Press reporters were among the journalists who saw him and went on the tour.

The tour covered mainly the area that was known to still be under the regime's control -- the district around the Rixos hotel and nearby Bab al-Aziziya, Gadhafi's residential compound and military barracks. The tour went through streets full of armed Gadhafi backers, controlled by roadblocks, and into the Gadhafi stronghold neighborhood Bu Slim.

At Bab al-Aziziya, at least a hundred men were waiting in lines for guns being distributed to volunteers to defend the regime. Seif al-Islam shook hands with supporters, beaming and flashing the "V for victory" sign.

"We are here. This is our country. This is our people, and we live here, and we die here," he told AP Television News. "And we are going to win, because the people are with us. That's why were are going to win. Look at them -- look at them, in the streets, everywhere!"

When asked about the ICC's claim that he was arrested by rebels, he told reporters: "The ICC can go to hell," and added "We are going to break the backbone of the rebels."

In Benghazi, the de facto rebel capital hundreds of miles east of Tripoli, the head of the rebel National Transitional Council said the rebels have no idea where the 69-year-old Gadhafi is or whether he is even in Tripoli.

"The real moment of victory is when Gadhafi is captured," Mustafa Abdel-Jalil said. An Obama administration official said the U.S. had no indication that Gadhafi had left Libya.

President Barack Obama said the situation in Libya reached a tipping point in recent days after a five month NATO-led bombing campaign. However, he acknowledged that the situation remained fluid and that elements of the regime remained a threat.

The Obama administration official said the U.S. believes 90 percent of the capital is under rebel control, while regime loyalists still control Sirte and the southern city of Sebha. The official spoke on the condition of anonymity because the official was not authorized to speak publicly.

Gadhafi's forces remained active, firing off a short-range Scud missile Monday near Sirte, Gadhafi's hometown and one of the few remaining cities still under his control, said U.S. military officials, who declined to be identified in order to discuss military operations. It was unclear where the missile landed or if anyone was hurt.

It was only the second Scud missile fired during this year's conflict. On Aug. 15, Libyan government forces launched one near Sirte that landed in the desert outside Brega, injuring no one.

NATO vowed to keep up its air campaign until all pro-Gadhafi forces surrender or return to their barracks. The alliance's warplanes have hit at least 40 targets in and around Tripoli in the past two days -- the highest number on a single geographic location since the bombing started in March, NATO said.

But the situation in Tripoli, a metropolis of 2 million, remained volatile and rebels appeared to be on the defensive, ducking for cover during frequent clashes with regime fighters. Stores were shuttered and large areas were lifeless, including the old gold market, in the past a draw for tourists.

The International Organization for Migration said Tuesday that a rescue mission to pluck 300 foreign nationals from the Libyan capital has been delayed by fighting. The Geneva-based group says an IOM-chartered ship will remain off the coast of Tripoli "until security conditions have improved and the safety of staff and migrants can be guaranteed."

The rebels have sent reinforcements to the city from the north, south and southeast, and a rebel field commander said Monday that more than 4,000 fighters were part of the final push to bring down the regime. Rebels manned checkpoints on the western approaches to the city Monday, handing out candy to motorists and inquiring about their destinations.

Around midday Monday, rebel fighters took over a women's police college near the Mediterranean and declared that they would set up their new headquarters there.

But the rebels' optimistic mood of the morning quickly changed. By mid-afternoon, the college came under heavy fire. Snipers from nearby high-rises aimed at motorists speeding by. An anti-aircraft gun pounded the compound, creating a deafening noise. A handful of rebel fighters inside seemed jumpy and unsure what to do.

Gadhafi loyalists also launched attacks in two other areas of Tripoli, said Ashraf Hussein, a rebel fighter who sat pressed against an inner wall of the compound for safety.

Still, revelers flocked to Green Square, the symbolic heart of the fading Gadhafi regime that fell under rebel control late Sunday. They flashed the "V" for victory sign and motorists circled the plaza, honking horns and waving rebel flags.

Outside of Tripoli, almost all of eastern and western Libya is now under rebel control. The east of the country from the Egyptian border to Benghazi fell into rebel hands at the beginning of the uprising. In the weeks leading up to Sunday's lightning advance on Tripoli, the rebels consolidated control of the western Nafusa mountain range near the border with Tunisia. It was from there they staged the run on the capital. Most of the rest of the country was quickly falling into their hands.

The city of Sirte, Gadhafi's hometown to the east of Tripoli, was the most important loyalist bastion to remain fully under his control.

On Monday, the city was without power and full of heavily guarded Gadhafi checkpoints, said Hassan al-Daroui, an official with the rebel council in Benghazi who was in touch with people there by satellite phone. Many people there were not even aware that rebels had pushed into the capital, 250 miles (400 kilometers) to the northwest, he said.

On Saturday rebels said they gained control of the oil refineries and airport at the oil terminal of Brega, on the road heading out of Benghazi west toward Tripoli.

The rebels' startling breakthrough on Sunday, after a long deadlock in Libya's 6-month-old civil war, was the culmination of a closely coordinated plan by rebels, NATO and anti-Gadhafi residents inside Tripoli, rebel leaders said.

With Manning still recovering from offseason neck surgery, Curtis Painter and Dan Orlovsky received the majority of snaps in Indianapolis? season-opening clash at St. Louis. Neither was able to effectively move the offense, however, as the defending AFC South champions were dealt a 33-10 defeat.

Painter directed the first two drives and was just 3-of-6 for 55 yards and an interception. Orlovsky threw for 111 yards and a touchdown in relief, but was picked off twice and hit on only 4-of-10 throws.

Manning still hasn?t been cleared to practice, meaning Painter will draw a second consecutive start on Friday.

These teams last squared off during Week 6 of the 2010 regular season, with the Colts earning a 27-24 win in Washington behind 307 passing yards from Manning and a 128-yard effort on the ground from running back Joseph Addai. The Redskins have bested Indianapolis four straight times in the preseason, however, including a 30-16 triumph in the 2008 Hall of Fame Game held in Canton, Ohio.

Vick Tells GQ Magazine That Eagles Were Third Choice Two Years Ago

Michael Vick tells GQ magazine that he didn?t want to come to Philadelphia to be a third-string quarterback after his release from federal prison two years ago.

Vick, who rejuvenated his career with the Eagles and started in the Pro Bowl last year, says in the September issue that commissioner Roger Goodell was among those who convinced him Philadelphia was the right destination.

?I think I can say this now, because it?s not going to hurt anybody?s feelings, and it?s the truth,? Vick says. ?I didn?t want to come to Philadelphia. Being the third-team quarterback is nothing to smile about. Cincinnati and Buffalo were better options.?

Vick says he?s happy he ended up in Philadelphia because it?s ?the right situation.?

Vick played sparingly in 2009 behind Donovan McNabb and Kevin Kolb. McNabb was traded to Washington in April 2010, and Vick eventually replaced Kolb after he was injured in the season opener last year. Vick had the best all-around season of his career, led the Eagles to the NFC East title and was The Associated Press Comeback Player of the Year.

The Supplemental Draft, originally scheduled for August 17, has been rescheduled for Monday, August 22 at 1:00 p.m. ET.

In addition to being notified that Terrelle Pryor may be selected in the Supplemental Draft, NFL clubs were informed that Pryor made decisions that undermine the integrity of the eligibility rules for the NFL Draft. Those actions included failing to cooperate with the NCAA and hiring an agent in violation of NCAA rules. This resulted in Ohio State declaring him ineligible to continue playing college football. Pryor then applied to enter the NFL after the regular draft. Pryor had accepted at the end of the 2010 college football season a suspension for the first five games of the 2011 season for violating NCAA rules.

In his decision allowing Pryor to enter the Supplemental Draft, Commissioner Roger Goodell determined that Pryor will be ineligible to practice prior to or play in the first five games of the NFL regular season after he signs. Pryor may be selected in the Supplemental Draft, negotiate and sign a contract with an NFL club, and fully participate in the remainder of the preseason.
