Ice Confirmed on Mercury Despite Planet's Solar Proximity

Talk about a land of fire and ice. The surface of Mercury is hot enough in some places to melt lead, but it is a winter wonderland at its poles ? with perhaps a trillion tons of water ice trapped inside craters ? enough to fill 20 billion Olympic skating rinks.

The ice ? whose long-suspected presence has now been confirmed by NASA's orbiting MESSENGER probe ? seems to be much purer than ice inside similar craters on Earth's Moon, suggesting that the closest planet to the Sun could be a better trap for icy materials delivered by comets and asteroids. Three papers detailing the findings are published today in Science.

Despite Mercury?s blistering 400?C temperatures, the floors of many of its polar craters are in permanent shadow, because the planet's rotational axis is perpendicular to its orbital plane, so its poles never tip towards the star. Indeed, radar pinged to the planet from Earth in the past 20 years has revealed bright regions near the poles consistent with meters-thick slabs of pure water ice.

But ?radar does not uniquely identify water ice,? says David Lawrence, a planetary scientist at the Johns Hopkins University Applied Physics Laboratory in Laurel, Maryland. Sulfur, for example, could have produced a similar radar signature.

Now, three different lines of evidence back the water-ice interpretation. Infrared laser pulses fired at the planet by MESSENGER's Mercury Laser Altimeter have revealed bright regions inside nine darkened craters near the planet's north pole. These bright regions, thought to be water ice, line up perfectly with ultra-cold spots that, according to a thermal model of the planet that takes into account Mercury's topography, should never be warmer than ?170?C.

A third team, using MESSENGER's Neutron Spectrometer, has spotted the telltale signature of hydrogen ? which they think is locked up in water ice ? in those same regions. "Not only is water the best explanation, we do not see any other explanation that can tie all the data together," says Lawrence, lead author of the spectrometer study.

So where did the water come from? The bright icy spots identified by MESSENGER's laser are surrounded by darker terrain which receives a bit more sunlight and heat. The neutron measurements suggest that this darker area is a layer of material about 10 centimeters thick that lies on top of more ice, insulating it.

Dark materials
This darker material around the bright spots may be made up of complex hydrocarbons expelled from comet or asteroid impacts, says David Paige, a planetary scientist at the University of California, Los Angeles, and first author of the thermal-model paper.

Paige and his colleagues suggest that when these icy bodies slam into Mercury, their components migrate over time ? by repeatedly vaporizing and precipitating ? to the cooler poles, where they get stuck in the frigid polar craters.

But even there, sunlight will sometimes hit parts of the craters' interiors, vaporizing the water ice and leaving behind ?lag deposits? of hydrocarbons that gradually become thicker and darker as they are chemically altered by sunlight.

19th-century shipwrecks found off Israel

Archaeologists have discovered four 19th-century warships, and possibly the remains of an ancient Greek harbor, off the coast of Israel.

The fleet was found at the ancient port of Akko, one of the major ports of the Mediterranean during the Hellenistic period from 300 B.C. to 100 B.C. The new discoveries could point to even more ancient, elusive shipwrecks.

"I'm very interested in finding a well-preserved example of an ancient multi-decked warship from the Hellenistic age," study author Bridget Buxton, an archaeologist from the University of Rhode Island, said in a statement. "These ships were incredible pieces of technology, but we don't know much about their design, because no hulls have been found. However, a combination of unusual environmental and historical factors leads us to believe we have a chance of finding the remains of one of these ships off the northern coast of Israel."

The team found the four warships in 2011 using sound waves to probe beneath the ocean floor off the coast of Akko in northern Israel. The city has been a busy port since antiquity. After storms briefly washed away some of the sediment burying the ships, the Israeli Antiquities Authority peeked into one of the 105-foot (32-meter)-long ships. Sediment has since reburied the fleet. Wood from the ship came from Turkey, laboratory analysis showed.

The researchers believe the ships, once part of an Egyptian fleet, sank during the Egyptian Ottoman war when Adm. Osman Nurredin Bey attempted to retake the city of Akko in 1831.

In the process of excavating in the area, the team also found the remains of a ship shed that was possibly used to bring in warships during the Hellenistic period. At the site, they found remnants of Hellenistic stonework, ancient pottery, mooring materials and a stone quay. These fragments suggest a much older, ancient Greek port may lie beneath the seafloor ? along with even more ancient shipwrecks.

"We've got fragmentary historic records for this area in the Hellenistic period, and now we've found a very important feature from the ancient harbor. Ancient shipwrecks are another piece of the puzzle that will help us to rewrite the story of this region at a critical time in Mediterranean history," Buxton said in a statement.

The findings were presented at the annual meeting of the American Schools of Oriental Research on Nov. 15 and 17 in Chicago.

Insight: How a desperate HP suspended disbelief for Autonomy deal

SAN FRANCISCO/NEW YORK/LONDON (Reuters) - For Leo Apotheker, the former Hewlett-Packard CEO, a July 2011 meeting with Autonomy founder Mike Lynch at a chic seaside resort in France was pivotal to his effort to remake a storied technology giant.

In the nine months since taking the helm at HP, Apotheker had tried furiously to find a way to move the lumbering company away from its low-margin computer hardware business and into the lucrative corporate software and services arena. Apotheker was looking for a big, transformative acquisition, two people familiar with the situation said, and after overtures to several companies went nowhere, he set his sights on Autonomy.

After two months of negotiations on what was known at HP as "Project Tesla," Apotheker sat down with Lynch at a hotel in Deauville on the Normandy coast - and shook hands on what would become an $11.1 billion deal.

The Autonomy takeover was indeed a bombshell - but not in the way that Apotheker had hoped. When it was announced in August 2011, HP's stock plummeted amid withering criticism of the price tag. Within weeks, Apotheker was out of a job. Within months, Lynch and his new masters at HP were at war.

Inside a year, Lynch had been forced out and HP was investigating allegations of major accounting irregularities at Autonomy. That culminated in HP saying last week it was writing off more than three-quarters of the value of Autonomy, and telling U.S. and UK regulators about alleged accounting fraud.

The implosion of the Autonomy deal has raised questions about how HP and its army of lawyers, accountants and investment bankers could have overlooked warning signs and gone ahead with the acquisition.

Reuters spoke with close to a dozen people directly connected with the deal or the accounting investigation. The picture that emerges is of a company so desperate to plot a new course that it may have been far too accepting of Autonomy's published and audited accounts.

It has also cast a shadow over Lynch, widely regarded as a brilliant but difficult executive; he left HP in May and has flatly rejected the company's claims of accounting shenanigans or that HP had been deliberately deceived.

CEO'S ROCKY REIGN

Apotheker's appointment as CEO of HP in November 2010 was greeted even at the time with head-scratching - and criticism. A veteran of the German corporate software maker SAP, he had no obvious qualifications to run HP - a company with sales several times SAP's - especially given his lack of experience in the computer hardware business.

But the U.S. company was reeling from a series of boardroom imbroglios that culminated in the firing of then-CEO Mark Hurd in a sexual harassment scandal in August 2010.

Apotheker went on the acquisition trail almost immediately, even though previous HP takeovers like Compaq and Palm had not worked out well. He was given the mandate of moving HP in a new direction - software seemed logical given the decline in HP's traditional computer business - and felt the need for a transformative acquisition to do that, according to one of the sources.

He "knocked on a number of doors," according to another of the sources, looking as far and wide as the telecom software companies Comverse Technology and Amdocs, and corporate software maker Tibco Software.

It's not clear how far talks with those three progressed. According to one of the sources, HP backed off from Comverse because the company was not current with its published accounts and because of previously disclosed involvement in an options accounting scandal. HP could not agree on a price with Tibco, and Amdocs rebuffed it, saying the time wasn't right for a deal.

Spokespeople for Amdocs and Comverse declined to comment. Tibco did not respond to requests for comment.

Apotheker then set his sights on Autonomy. It was a pioneer in the up-and-coming field of "big data" - software that can separate the wheat from the chaff in huge mountains of corporate data - and could serve as a centerpiece for the new strategy.

This time, Apotheker was determined not to miss out.

He was "not being able to really have anybody dance with him at the right price," said the source with direct knowledge of the deal. "What happened is he talked to Autonomy and they got into a dialogue and he told the board that we have to do something," this person said. "It was out of frustration and desperation to a large degree."

HP began looking at Autonomy in earnest around May last year, bringing in investment bank Barclays as adviser. Boutique investment bank Perella Weinberg Partners had already been hired to look at ways of restructuring HP's businesses.

In early July of 2011 the board met to do a two-day review of the rationale behind the acquisition. During that process, the board set guidelines for the deal, including the price, and agreed on a process to do due diligence, two people familiar with the process said. It voted to enter into negotiations at the end of the two days.

DEALMAKER

Throughout the process, Apotheker remained in direct contact and consulted with HP Chairman Ray Lane, the person said, adding that Lane - a former top executive at software giant Oracle - encouraged management to proceed with the deal.

By the end of July, Apotheker and Lynch - who were previously acquainted because HP was an Autonomy customer - narrowed down financial terms at the hotel in Deauville, though didn't finalize the price.

Also present was then HP chief strategy officer Shane Robison, who has been credited by HP with being the main architect of many of HP's larger deals, including another troubled acquisition - its purchase of technology services firm EDS. Robison was pushed out of HP shortly after Apotheker left last year.

At the meeting, Apotheker presented HP's view about putting the companies together - with Robison chipping in when needed, one source said. Robison, who has not spoken publicly about Autonomy's accounting issues, did not respond to requests for comment sent to representatives at Fusion-io and Altera Corp, companies where he is a board member.

For some weeks, both sides went back and forth on the price, with Robison playing a pivotal role in pitching the deal internally, and getting it finalized. Inside HP, it was seen as Apotheker's and Robison's deal, the sources said.

In the end, uber-dealmaker Frank Quattrone, whose Qatalyst Partners was representing Autonomy, proved instrumental in securing for its shareholders the lofty price tag, according to another source familiar with the negotiations.

While the price haggling was going on, a large due diligence team numbering in the hundreds, including internal HP staff from all relevant departments like finance, poured over Autonomy's books, examined contracts, and interviewed Autonomy's top executives, sources said. External experts involved in the process included accounting firm KPMG, law firms and bankers.

Due diligence was seen being straightforward as Autonomy had been filing its accounts publicly and they had been audited. One source said the month-long process was extensive and meticulous but nothing special.

SHORT SELLER

During this time, HP posed a litany of questions to Lynch and Autonomy Chief Financial Officer Sushovan Hussain about accounting rumors surrounding the company, one of the sources knowledgeable with the deal said. But Autonomy executives provided explanations for all of them, this person said.

HP would not elaborate on the specific issues it raised. But questions about Autonomy's books had surfaced as early as 2009, when renowned short seller Jim Chanos identified Autonomy's shares as a shorting opportunity based on concerns such as how reported margins of around 50 percent did not seem to translate proportionately into cash flow.

His other concern was how it could report double-digit growth in software license revenue while rivals battled shrinking sales, according to a source familiar with his views.

Asked on CNBC last week about whether the board had discussed with Apotheker the speculation about Autonomy's books, HP's current CEO Meg Whitman said: "Not when I was on the board. What I do know is that after we announced the acquisition there were a number of blogs that came to the fore about potential issues at Autonomy. The former management team ran that to ground and came up with the conclusion that there was nothing there."

HP officials now say they were deceived.

Apotheker said last week he was "stunned and disappointed" to learn of Autonomy's alleged accounting issues. He declined to be interviewed for this story through a spokesperson.

As the deal was being considered, HP CFO Cathie Lesjak did raise questions about HP's ability to pay such a high price and whether it could integrate Autonomy well, sources said.

Lane said the board approved the deal based on the recommendation of management. "That recommendation was based on misleading audited financial statements and misrepresentations made by Autonomy's executives," he said in an email. "In hindsight, we shouldn't have done the Autonomy deal at such a high price. We were lied to and as a result, we got it wrong."

By the time the deal was agreed, though, Apotheker was already running out of time. He had wanted to sell HP's personal computer business but was unable to complete a deal. He announced a strategic review of the division - to the horror of many employees and the consternation of some of its customers.

That misstep, along with series of missed financial targets, led to Apotheker's firing in September 2011 - before the Autonomy deal had even closed. Board member Whitman - who had voted in favor of buying Autonomy - then took over as CEO. The acquisition still went ahead - and quickly went south.

BRUTAL CULTURE CLASH

The clash between HP's polite, slow-moving bureaucracy and Autonomy's in-your-face sales culture could not have been starker. Lynch also chafed at his new, subordinate position, according to the sources. He routinely shut HP management out of key decisions and - true to his company's name - resisted full integration with HP. He complained constantly about red tape.

After he was forced out in May of this year, Lynch returned to HP in June to discuss severance. But he found himself on the receiving end of a barrage of questions about Autonomy's accounting, sources briefed on the investigation told Reuters.

HP General Counsel John Schultz quizzed Lynch specifically on a range of accounting items, including at least three sales deals from a couple of years before, one of the sources said. Lynch's reply to most questions was that Deloitte, its auditor, signed off on various items, or he could not remember specifics.

"If there were no problems, he could have explained it," one of the sources said. "He simply refused to have the conversation."

But Lynch was caught unaware: Hence he did not have information about those deals at hand, said a source familiar with his version of events. Lynch's spokeswoman said that the allegations HP made last week "were not put to him in June."

The legal struggle has only just begun. HP has handed documents over to the U.S. Securities and Exchange Commission and the UK Serious Fraud Office, and the U.S. Department of Justice is also involved, a source told Reuters last week.

HP also on Tuesday threatened legal action against parties involved, though stopped short of naming targets. HP has challenged Lynch to answer questions under penalty of perjury.

"He ran this company like a small private company, he was involved in all facets of the company, he was extremely hands on," said a source close to the matter who knew the former Autonomy CEO. "For Lynch not to know about this, if it is truly happening, would be far-fetched."

I am no fanboy for any site, but I am going to answer the number one question I see everyone asking. ?HOW do you make any money as a musician these days?? One great answer to this is BandCamp. It?s been out for a while, but people aren?t ?getting it? like they should. (Including me)

A lot of things killed the music industry, but play counters did the most damage. Whoever decided to integrate them into social media probably had the best (greedy) intentions, but what they ended up doing was creating an environment where sheep-minded consumers completely FORGOT about whether they even LIKED a song or not. The value of art is QUANTified now. QUALity does not enter into it.

The current music industry is not about art. It?s about ?How many spins it got??. ?Musicians? focus became about getting ?spins? rather than creating good music. People are creating all kinds of crap THEY don?t even like for the ?spins?. THEN they have the NERVE to expect fans to buy into it? Well they won?t because you aren?t getting enough ?spins?? vicious cycle

Indies play to empty rooms because they cannot ?fake the fans? as well as the majors. It looks like they have no draw because they only got 250 spins on ?YouTube/FakeBook/FkFace?? what have you.

To make this? or any site worthwhile you need to constantly aim your fan base there. If you make a habit of letting people know they can find you somewhere? That?s where they will go to meet you.

The cable network announced Thursday that the gaming extravaganza's previous emcees would join "The Avengers" star and four-time VGAs host Samuel L. Jackson at next week's show.

Previous hosts Zachary Levi, Snoop Lion, Jack Black and Neil Patrick Harris are set to appear at the 10th annual ceremony.

The show will also feature debut footage from upcoming games "BioShock Infinite," ''Castlevania: Lords of Shadow 2" and "Tomb Raider," and from downloadable content "Spartan Ops" for "Halo 4" and "The Tyranny of King Washington" for "Assassin's Creed III."

"Assassin's Creed III," ''Dishonored," ''Journey," ''Mass Effect 3" and "The Walking Dead: The Game" are vying for the best game trophy.

The VGAs will air live on Spike on Dec. 7 from Sony Picture Studios in Culver City, Calif.

Disparities in the Burden of HIV/AIDS in Canada

Background

Introduction?Top

Every year 3,300 men and women in Canada are diagnosed with HIV infection. Extrapolating from national estimates, 65,000 Canadians are now living with HIV [1] and based on this 2008 estimate and the current rate of new infections this number could double within the next 15 years.

Canadians living with HIV come from all facets of society and from all regions [1]?[6]. Nearly half of these infections (48%) are among men who have sex with men. Other groups disproportionally affected by HIV in Canada include injection drug users (IDUs), Aboriginal Peoples, and migrants from endemic countries. Though, most Canadians living with HIV reside in Ontario, Quebec and British Columbia, the fastest growing epidemic in Canada is in Saskatchewan where on average 200 new people are diagnosed with HIV infection each year [7].

Untreated HIV infection leads to progressive immune system failure, which in turn leads to the development of opportunistic infections and cancers that ultimately lead to death within 10 to 15 years [8]. Since 1996, with the advent of highly active antiretroviral therapy (HAART) HIV disease has become a chronic manageable condition with a near-normal life expectancy [9]?[11].

Observational research has consistently shown that HAART use is associated with marked reductions in HIV transmission in sero-discordant couples and IDUs [12], [13]. More recently, a prospective randomized trial definitively confirmed that immediate use of HAART decreased genetically linked sexually transmitted HIV infection by 96.3% among HIV sero-discordant couples [14].

Health care in Canada is provided under the auspices of the National Health Insurance Program, often referred to as ?Medicare? [15]. This is designed to ensure that all residents have reasonable and affordable access to medically necessary hospital and physician services. Provincial and territorial governments are responsible for the management, organization and delivery of health services for their residents. HAART is subsidized across Canada, however the nature and extent of the subsidy varies across the country. HAART is free in British Columbia, while in Quebec and Ontario it is covered by either public or private insurance through a series of programs, and access may vary according to socioeconomic status [16].

In this study, we aimed to characterize changes in regional patterns for new HIV diagnoses, HAART use, mortality and averted cases in selected Canadian provinces over the past two decades.

Methods?Top

A population-based approach was used to characterize annual trends new HIV-positive diagnoses, HIV-related mortality, and HAART use in Canada from 1995 to 2008 [17]. Our analysis first focused on all Canada, then the three provinces with the largest epidemic and then the health authorities in British Columbia. Below we describe how these data were collected from published sources (also see Table 1) and how the collected data were then analyzed.

Data sources

The numbers of new HIV-positive cases by province and health authority in British Columbia were obtained from the latest available reports produced by Health Canada [2] and British Columbia Centre for Disease Control [18]. These reports provided the number of new positive tests for each province and territory and for the health authorities in British Columbia.

HIV/AIDS mortality data were obtained from the most recently published reports produced by Statistics Canada [19] and by British Columbia Vital Statistics. Deaths, in which HIV/AIDS was reported as the underlying cause of death, were classified according to the International Classification of Diseases ICD, version 9, from 1987 to 1999 (codes 042?044), [20] or ICD, version 10, from 2000 onwards (codes B20?B24) [21].

The number of people on HAART in British Columbia was obtained from direct counts reported by the single antiretroviral dispensing facility in the province, based at the BC-Centre for Excellence in HIV/AIDS. The number on HAART in Ontario and Quebec were obtained from counts of prescriptions generated by Intercontinental Marketing Services (IMS) Health for these two provinces. These numbers included both retail and non-retail prescriptions. While the retail numbers were readily available, the non-retail values had to be estimated using the number of prescriptions in Canada and market share of non-retail drugs for each province. It should be noted that non-retail accounts for a negligible amount of the prescription in Quebec and Ontario.

Data on the number of HIV-positive people living in British Columbia, Ontario and Quebec were based on estimates produced by Health Canada [1] and by a provincial report for Ontario [22]. Only the 2005 and 2008 values were available for British Columbia and Quebec, the other values were interpolated by taking into account changes in the number of new positive tests per year.

Finally, national and provincial population figures were obtained from annual estimates produced by Statistics Canada [23].

Outcomes of interest

Five population health indicators were calculated for this study. Rates of new HIV-diagnoses and deaths were calculated for all provinces and for the health authorities in British Columbia. We also calculated the rates of HAART coverage and averted HIV cases and deaths for the three provinces with the largest epidemics ? British Columbia, Ontario and Quebec. All rates were expressed per 100,000 populations.

Statistical analysis

Rates of new HIV-diagnoses and deaths were calculated by dividing the number of cases or deaths by the total population for that province. HIV HAART coverage was estimated by dividing the number of people on HAART in a province by the number of people estimated to be HIV-positive in that jurisdiction. Averted cases and deaths were estimated by using the pre-HAART rate for 1995 and then applying it to subsequent years to estimate the averted cases that were due to either a decrease or increase rates of new cases or deaths in subsequent years. Rates of averted cases and deaths were then calculated by dividing the number of averted cases or deaths by the total population for that province. Trends in new diagnoses were assessed using Spearman rank correlations. 95% Confidence intervals (95% CIs) were calculated for averted HIV cases and deaths.

In order to assess the association between HAART coverage and rate of positive tests, we used generalized estimating equations (GEE) to solve a negative binomial regression. The GEE used an autoregressive correlation matrix to account for the clustering of observations within provinces, across time. An offset accounted for the differences in provincial population sizes and the negative binomial accounted for the over-dispersion. As we do not have reliable data on the distribution of CD4 counts for the whole population infected with HIV in these three provinces, HAART coverage is based on everyone estimated to be infected rather than only those eligible for treatment.

The BC Centre for Excellence in HIV/AIDS and the researchers are funded by the British Columbia Government, as well as by peer-reviewed grants and by foundations or industry grants (see full disclosure statement). The Centre's HIV/AIDS Drug Treatment program has received ethical approval from the University of British Columbia Ethics Review Committee at its St. Paul's Hospital site. Results?Top

In 2008, there were an estimated 65,000 people living with HIV in Canada, with 55,947 (86.1%) residing in the provinces of Ontario, Quebec and British Columbia (see Table 2). A total of 5,141, 8,753, and 6,587 individuals were on HAART in these three provinces, respectively; with highest rate of HAART coverage being in British Columbia at 45%, followed by Quebec at 37% and Ontario at 32% in 2008. If 1995 rates applied Quebec and British Columbia had the highest rates of averted deaths, followed by Ontario.

Figure 1 highlights temporal changes in rates of new HIV diagnoses (Panel A) 1995 to 2008 and in rates of HIV-related mortality (Panel B) from 1995 to 2008. A total of 34,502 new HIV diagnoses occurred in Canada from 1995?2008. Over the study period, British Columbia was the only province with a statistically significant decrease in new HIV diagnoses from 18.05 to 7.94 per 100,000 population (p<0.001). New HIV diagnoses per year remained essentially constant for all other provinces except for the Prairies, where rates increased four fold (driven by new infections in the province of Saskatchewan). A total of 8,546 HIV-related deaths were reported by Statistics Canada for the years 1995?2008. Although, rates of mortality decreased in all provinces and regions, the highest rate of decline was in Quebec with 7-fold decrease over the study period. Rates in Ontario and British Columbia also decreased 6 and 4-fold respectively.

The estimated number of HIV infected individuals on HAART and the rate of HAART coverage for the provinces of Ontario, Quebec and British Columbia, from 1995 to 2008 are shown in Figure 2 (Panels A and B). Based on IMS Health figures for Quebec and Ontario and direct counts for British Columbia, we observed significant increases in HAART use in all three provinces over the study period. Prior to 1996 only a small group of people were on HAART as part of a prospective clinical trial in BC [24]. From 1996 to 2009, the number of HIV infected individuals on HAART increased from 914 to 8,753 in Ontario, 295 to 6,587 in Quebec and 2,419 to 5,625 in British Columbia. HAART coverage was highest in British Columbia, followed then by Quebec and Ontario.

The results of the negative binomial regression showed that the rate of new HIV diagnoses decreased by 8% (95% CI: 2.4%, 13.3%) for each increase of 10% in HAART coverage. Figure 3 (Panels A and B) highlights number and rates of averted HIV cases for the provinces of British Columba, 1995?2008. British Columbia has averted more cases of HIV than Quebec and Ontario combined. In 2008, British Columbia averted 10.33 cases per 100,000 population (95% CI: 9.39, 11.34) compared to 3.40 (95% CI: 3.09, 3.73) and 0.33 (95% CI: 0.22, 0.49) averted cases per 100,0000 population for Ontario and Quebec respectively.

Figure 4 (Panels A and B) highlights number and rates of averted HIV deaths for the provinces of British Columba, Ontario and Quebec 1995?2008. In 2008, the rate of averted deaths was 5.87 per 100,000 population (95% CI: 5.18, 6.62) in British Columbia compared to 5.17 (95% CI: 4.79, 5.58) and 6.87 (95% CI: 6.30, 7.47) averted deaths per 100,000 population for Ontario and Quebec respectively.

Figure 5 (Panels A and B) highlights rates of new HIV-related diagnoses and deaths in British Columbia for the years 1995 to 2008. The cumulative number of new HIV diagnoses in the province was 6,374 over the study period. Rates of new HIV diagnoses decreased significantly in all health authorities but most notably in the Vancouver Coastal Health Authority. Over the study period, a total of 1,956 HIV-related deaths were observed. The largest decline in rates of new diagnoses and mortality was again observed in the Vancouver Coastal Health Authority.

Interpretation?Top

Our results demonstrate that for each 10% incremental increase in HAART coverage in the provinces of British Columbia, Ontario, and Quebec, the rate of new HIV diagnoses decreased by 8% (95% CI: 2.4%, 13.3%). British Columbia stands alone in Canada, as the only jurisdiction showing a steady decline in the rate of HIV new diagnoses. These disparities maybe at least partially attributed to the greater expansion of HAART coverage in British Columbia, especially in the Vancouver Coastal Health Authority [25], as well as the implementation of other HIV prevention interventions, including novel harm reduction strategies aimed at IDUs [26], [27].

Rates of mortality have also decrease sharply, particularly in Quebec and to a lesser extent in Ontario. Rates of mortality have declined less in BC. To what extent this is a true phenomenon or is due to an ascertainment bias remains to be established. The latter could be due to enhanced data capture regarding mortality in BC with regular linkages with Vital Statistics enhanced by direct physician reporting to the centralized BC-CfE program.

Since the advent of HAART, HIV-positive individuals accessing treatment have seen a substantial reduction in HIV-related morbidity and mortality [28], [29]. The life expectancy of HIV-positive individuals on therapy now approaches that of uninfected individuals, transitioning HIV from a fatal disease to a manageable chronic condition [11], [30]. Further, a large body of global research suggests that widespread access to HAART plays an important role in reducing HIV incidence at the population level. The concept of ?HIV Treatment as Prevention? is founded on the basis that HAART lowers the amount of virus in the body and can thus reduce the chance of treated individuals spreading HIV. HAART has shown to predictably prevent vertical and percutaneous HIV transmission [31], and to curb sexual transmission between sero-discordant couples [12], [13]. Increased HAART access has been associated with reduced HIV incidence by approximately 50% in Taiwan [32], 60% in San Francisco [33] and 60% in British Columbia [17]. Most recently, HPTN 052 ? a randomized trial of HIV sero-discordant (primarily heterosexual) couples ? provided definitive proof of the efficacy of HIV Treatment as Prevention [14]. The study reported a 96% decrease in the risk of sexual transmission of HIV with immediate HAART in this setting. Of note, immediate HAART was also associated with a 41% decrease in the combined endpoint of disease progression and death, as well as an 83% reduction in the incidence of extra-pulmonary TB. Consequently, it has been argued that rapid expansion of HAART coverage should be considered a clinical and human rights priority as a means to improve HIV-related quality of life and survival, and to reduce HIV incidence and eventually HIV prevalence [25]. Vital statistics reports indicate that HIV/AIDS-related mortality have steadily decreased in Canada since 1995, as a result of the increased access to HAART [19]. However, our results show that HIV/AIDS-related mortality rates were consistently above the national average in some provinces. This relates to the fact that the HIV is not randomly distributed within the population, but rather is overrepresented within certain groups, which are expected to have higher rates of mortality, such as injection drug users and First Nations individuals in British Columbia [2]. Lack of access to health care services and limited uptake of HAART within these populations [34] have previously been shown to be important drivers of excess HIV/AIDS-related mortality in Canada, despite the existence of a socialized medical system nationally [16].

Readers should be cautious when interpreting our results. New HIV-diagnoses are not equivalent to incident infections, as they may have occurred over a variable period of time before the first positive test was obtained. Therefore, true incidence cannot be calculated due to impact of delayed and undiagnosed HIV infections, which Health Canada estimates may reach 26 per cent of cases [35]. HIV/AIDS-related mortality rates are underestimated, as problems of misdiagnosis and underreporting are also common, particularly with respect to the reporting of the underlying causes of death. We have previously shown that physician reporting underestimates HIV/AIDS-related mortality by up to 40% [36] and that a large proportion of HIV-positive men and women on HAART no longer die directly of HIV-related complications [37]. As such, the figures presented in this study may significantly underestimate the impact on HIV/AIDS-related mortality rates. Readers should also note, while the number of individuals on HAART in British Columbia was derived from the single antiretroviral drug repository, the same number for Ontario and Quebec was based on IMS Health data, which may not be equally accurate, as it reflects drug distributed rather than patients on therapy. Finally, estimates of HAART coverage are based on those infected in the province rather those that are eligible for treatment, as we do not have accuracy estimates of CD4 distributions in these provinces over time.

Conclusions

We demonstrated that for each 10% increase in HAART coverage in three provinces with the largest epidemic the rate of new HIV diagnoses decreased by 8% (95% CI: 2.4%, 13.3%). Except for British Columbia, the number of new HIV diagnoses per year has remained relatively stable across Canada over the study period. We believe this decline in number of new infections may be at least partially attributed to the greater expansion of HAART coverage, which is consistent with the recent data in support of ?HIV Treatment as Prevention? [25].

Investors take stock: More green to be made - Real Estate Weekly

We have green cars, green dry cleaning and green buildings. Now it?s time for green stock.

FTSE Group, the National Association of Real Estate Investment Trusts and the U.S. Green Building Council announced last week that they have jointly developed the first investable green property indexes.

The indexes, for both institutional and retail investors, will track the value of LEED-certified and Energy Star-rated buildings and quantify the value the green ratings add to the assets.

The indexes should be available in January, Kevin Bourne, managing director at FTSE, told Real Estate Weekly.
But it will be up to the market how it uses the data.

Gordon Morrison, also a FTSE managing director, said the developers of the indexes are expecting two responses to the new information. Firstly, it may make green assets more popular with investors. ?Institutions and the retail clients will be inspired by the superior performance and will adjust their portfolios to higher exposure? to green real estate, he said.

Secondly, he said, ?given the highly competitive nature of your [Exchange Traded Funds] products,? green investment funds benchmarked to the index are likely to hit the market.

The decision to develop the index came in response to demand from investors, Bourne said, particularly pension funds and sovereign wealth funds from the Middle East and Asia ? both groups which invest heavily in U.S. REITs.

Tenant preference, savings in energy costs and even the U.S. regulatory environment are all factors that are likely to influence the index. But the people behind the metric think they know what direction it will trend ? up. ?We believe that given a choice between green property and brown property, over time, the index will show a positive differential,? Bourne said.

The index could potentially be the basis for any kind of financial product, Bourne said, though he does not expect the more mind-bending tradables, such as swaps and derivatives, are on the short-term horizon.

The indexes would not be possible were it not for the existence of Energy Star and LEED ratings, Bourne said, noting that there are very few industries that have done as much as the building industry to quantify environmental impacts.

Those with experience investing in green building practices attest to their value.

The Durst Corporation has developed a number of environmentally minded buildings in Manhattan, including the country?s first LEED-platinum certified skyscraper.

A lot of research went into selecting the best technologies to use in the company?s developments, Douglas Durst said, but it?s paid off.

?Even in the short term they?ve proved to be very successful,? he said.

The U.S. Green Building Council, which sets the standards for LEED certification, is currently revising those standards. The new rating criteria were scheduled to be launched this year, but that has been delayed.

Family sues US over scientist's mysterious death

(AP) ? The sons of a Cold War scientist who plunged to his death in 1953 several days after unwittingly taking LSD in a CIA mind-control experiment sued the government Wednesday. They claimed the CIA murdered their father, Frank Olson, by pushing him from a 13th-story window of a hotel ? not, as the CIA says, that he jumped to his death.

Sons Eric and Nils Olson of Frederick, Md., sought unspecified compensatory damages in the lawsuit filed in federal court, but their lawyer, Scott D. Gilbert, said they also want to see a broad range of documents related to Olson's death and other matters that they say the CIA has withheld from them since the death.

Olson was a bioweapons expert at Fort Detrick, the Army's biological weapons research center in Maryland. Their lawsuit claims the CIA killed Olson when he developed misgivings after witnessing extreme interrogations in which they allege the CIA committed murder using biological agents Olson had developed.

The CIA had a program in the 1950s and '60s called MK-ULTRA, which involved brainwashing and administering experimental drugs like LSD to unsuspecting individuals. The project was investigated by Congress in the 1970s.

Olson consumed a drink laced with LSD by CIA agents on Nov. 19, 1953, the suit says. Later that month, after being taken to New York City purportedly for a "psychiatric" consultation, Olson plunged to his death.

At the time ? when Eric and Nils Olson were 9 and 5 years old, respectively ? the CIA said he died in an accident and did not divulge to his family that Olsen had been given LSD.

But in 1975, a commission headed by Vice President Nelson Rockefeller released a report on CIA abuses that included a reference to an Army scientist who had jumped from a New York hotel days after being slipped LSD in 1953. Family members threatened to sue, but President Gerald Ford invited the family to the White House, assuring them they would be given all the government's information. CIA Director William Colby handed over documents and the family accepted a $750,000 settlement to avert a lawsuit.

In an email, CIA spokeswoman Jennifer Youngblood said that while the agency doesn't comment on matters before U.S. courts, "CIA activities related to MK-ULTRA have been thoroughly investigated over the years, and the agency cooperated with each of those investigations." She noted that tens of thousands of pages related to the program have been released to the public.

In a statement, Eric Olson said that the CIA has not given a complete picture of what happened to his father.

"The evidence shows that our father was killed in their custody," he said. "They have lied to us ever since, withholding documents and information, and changing their story when convenient."
