LOS ANGELES ? Experts say two rocket launchers turned in during a one-day gun buyback program in Los Angeles appear to be antitank weapons from the military.

The LA Times reports one of the rocket launchers is likely a version of the AT4, a single-shot, disposable antitank weapon manufactured in Sweden.

Police said the people who turned them in claimed they had family members who were once in the military. Just the barrels of the weapons were turned in, without the projectiles.

Det. Gus Villanueva tells the Times police would check the origins of the weapons with the U.S. military to see if they were ever stolen. He says officers could not provide details on the models.

Wednesday?s buyback program brought in 2,037 firearms, including 901 handguns, 698 rifles, 363 shotguns and 75 assault weapons.

MOSCOW (AP) ? Investigators on Sunday examined flight recorders and other evidence to try to determine the cause of the airliner crash in Moscow that killed five people, an official said.

The Tu-204 belonging to Russian airline Red Wings was carrying eight people, all of them crew members, when it careered off the runway Saturday while landing at Moscow's Vnukovo Airport. It went partly into an adjacent highway, broke into pieces and caught fire.

Four people were pronounced dead soon after the crash and the airline said on its Twitter account that a fifth, a flight attendant, died Sunday. Those who died Saturday were the pilot, co-pilot, flight engineer and another attendant, Red Wings said.

The survivors were reported in critical or serious condition in Moscow hospitals.

Vladimir Markin, a spokesman for Russia's main investigative agency, was quoted by Russian news agencies saying the data recorders were being examined, along with fuel samples. In addition, he said flight documents for the plane have been taken from the airline for examination.

I?ve never had the experience of this myself, but I remember one time putting my foot in it with a rather tactless email to a friend about his ex which probably put him in situation number 8 for the men. I?m not going to tell you the details, however, at least not in a space where my mother is listening!

PENDLETON, Ore. (AP) ? The stretch of rural Oregon interstate where a tour bus crashed through a guardrail and 100 feet down a steep embankment is so notorious that state transportation officials have published a specific advisory warning of its dangers.

Nine people were killed and more than two dozen injured when the charter bus veered out of control around 10:30 a.m. Sunday on snow- and ice-covered lanes of Interstate 84 in eastern Oregon, according to the Oregon State Police. The bus crashed near the start of a 7-mile section of road that winds down a hill.

The bus came to rest at the bottom of a snowy slope and landed beaten and battered but upright, with little or no debris visible around the crash site.

The East Oregonian said it spoke with two South Korean passengers, ages 16 and 17. Both said through a translator that they were seated near the rear of the bus when it swerved a few times, hit the guardrail and flipped. They described breaking glass and seeing passengers pinned by their seats as the bus slid down the hill. Both said that they feared for their lives.

The paper said that the teens, one of whom injured a knee and the other suffered a broken collarbone, were staying at a hotel arranged by the Red Cross.

More than a dozen rescue workers descended the hill and used ropes to help retrieve people from the wreckage in freezing weather. The bus driver was among the survivors, but had not yet spoken to police because of the severity of the injuries the driver had suffered.

Lt. Gregg Hastings said the bus crashed along the west end of the Blue Mountains, and west of an area called Deadman Pass. The area is well known locally for its hazards, and the state transportation department advises truck drivers that "some of the most changeable and severe weather conditions in the Northwest" can lead to slick conditions and poor visibility. Drivers are urged to use "extreme caution and defensive driving techniques," and warned that snow and black ice are common in the fall through the spring.

The bus had been carrying about 40 people. St. Anthony Hospital in Pendleton treated 26 of them, said hospital spokesman Larry Blanc. Five of those treated at St. Anthony were transported to other facilities.

I-84 is a major east-west highway through Oregon that follows the Columbia River Gorge.

Umatilla County Emergency Manager Jack Remillard said the bus was owned by Mi Joo travel in Vancouver, B.C., and state police said the bus was en route from Las Vegas to Vancouver.

A woman who answered the phone at a listing for the company confirmed with The Associated Press that it owned the bus and said it was on a tour of the Western U.S. She declined to give her name.

A bus safety website run by the U.S. Department of Transportation said Mi Joo Tour & Travel has six buses, none of which have been involved in any accidents in at least the past two years.

The bus crash was the second fatal accident in Oregon on Sunday morning. A 69-year-old man died in a rollover accident on I-84, about 30 miles west of where the bus accident took place.

A spokesman for the American Bus Association said buses carry more than 700 million passengers a year in the United States.

"The industry as a whole is a very safe industry," said Dan Ronan of the Washington, D.C.,-based group. "There are only a handful of accidents every year. Comparatively speaking, we're the safest form of surface transportation."

Sunday's Oregon bus crash comes more than two months after another chartered tour bus veered off a highway in October in northern Arizona, killing the driver and injuring dozens of passengers who were mostly tourists from Asia and Europe. Authorities say the driver likely had a medical episode.

NHL, union wrap up informational discussions; no plans for new negotiations yet

NEW YORK - The NHL and the players' association are ready to get back to the bargaining table.

There were no formal negotiations Sunday, but all signs pointed to talks on Monday in an effort to end the lockout and save the season.

"There will be no further face-to-face meetings today," the union said in a statement Sunday. "The plan is for the sides to meet tomorrow."

Those would be the first negotiations since the sides met with a federal mediator Dec. 13.

The league and the union had informational discussions ? by conference call and in meetings ? with staff members that lasted much of Saturday and concluded Sunday. Those talks were spurred by the nearly 300-page contract proposal the NHL presented to the union Thursday.

All games through Jan. 14 have been canceled, claiming more than 50 percent of the original schedule. The NHL wants to reach a deal by Jan. 11 and open the season Jan. 19, with a 48-game schedule.

Bargaining sessions with only the NHL and union haven't been held since Dec. 6, when talks abruptly ended after the players' association made a counterproposal to the league's previous offer. The league said that offer was contingent on the union accepting three elements unconditionally and without further bargaining.

The NHL then pulled all existing offers off the table. Two days of sessions with mediators the following week ended without progress.

A person familiar with key points of the offer told The Associated Press that the league proposed raising the limit of individual free-agent contracts to six years from five ? seven years if a team re-signs its own player; raising the salary variance from one year to another to 10 percent, up from 5 percent; and one compliance buyout for the 2013-14 season that wouldn't count toward a team's salary cap but would be included in the overall players' share of income.

The person spoke on condition of anonymity because details of the new offer weren't being discussed publicly.

The NHL maintained the deferred payment amount of $300 million it offered in its previous proposal, an increase from an earlier offer of $211 million. The initial $300 million offer was pulled after negotiations broke off this month.

The latest proposal is for 10 years, running through the 2021-22 season, with both sides having the right to opt out after eight years.

If this offer doesn't quickly lead to a new collective bargaining agreement, the next round of cuts could claim the entire schedule.

The NHL is the only North American professional sports league to cancel a season because of a labor dispute, losing the 2004-05 campaign to a lockout. A 48-game season was played in 1995 after a lockout stretched into January.

It is still possible this dispute could eventually be settled in the courts if the sides can't reach a deal on their own.

The NHL filed a class-action suit this month in U.S. District Court in New York in an effort to show its lockout is legal. In a separate move, the league filed an unfair labor practice charge with the National Labor Relations Board, contending bad-faith bargaining by the union.

Those moves were made because the players' association took steps toward potentially filing a "disclaimer of interest," which would dissolve the union and make it a trade association. That would allow players to file antitrust lawsuits against the NHL.

Union members voted overwhelmingly to give their board the power to file the disclaimer by Wednesday. If that deadline passes, another authorization vote could be held to approve a later filing.

Fourteen percent of schools in Sarawak have opted to use English in their Maths and Science, but parents doubt the Education Ministry?s commitment to their choice.

With schools set to begin their term next week, parents and teachers in Sarawak are in a dilemma over ?inconsistent? education policies and the lack of English language books for Mathematics and Science subjects.

Some 14% of primary and secondary schools in in East Malaysian state have opted to continue learning Mathematics and Science in English next year, but have failed to receive their English text books todate.

Said Batu Lintang assemblyman See Chee How: ?On this eve of the opening of the new school year, it is discovered that schools in Sarawak have not received their English textbooks and workbooks, but only the Bahasa Malaysia versions were distributed to all the students.

?This is despite the fact that these schools have filled in and submitted a designated form distributed by the Education Department asking them to decide and indicate whether their primary school students from the PPSMI batch chooses to continue PPSMI fully in English, Bahasa Malaysia or both.

?These schools have expressly opted for English language for those students now in Standard 4 to Standard 6.

?In fact, it was the Deputy PM (Muhyiddin Yassin) himself who revealed last year that 5% from the total classes in 7,495 primary schools and 9% out of 2,192 secondary schools chose to fully used English for Maths and Science.

?He is fully aware of the needs and extent of schools requiring textbooks and workbooks in English for the batch of students still under PPSMI policy, yet these textbooks and workbooks are not being printed and distributed.

?The schools were given the textbooks and workbooks in Bahasa Malaysia instead.?

He added that a quick survey in the bookshops had shown that no English reference books are prepared and printed in English, as the profit-driven private companies are switching immediately to produce reference texts and workbooks for the policy of MBMMBI (Upholding the Malay Language, Strengthening the English Language) whereby Mathematics and Science are only taught and learned in Bahasa Malaysia.

?Muhyiddin is worst Education Minister?

See, who is also state PKR vice president, said parents were now doubtful as to whether or not the Education Department has the contents and syllabus of the books prepared.

?The schools and parents can?t be blamed for their doubts and queries as to whether the education department is going to supply the requisite textbooks and workbooks in English to these schools.

?There are even doubts whether the education department has the syllabus and contents of the textbooks and workbooks prepared and whether it is printing them,? he said.

See said the availability of Malay language books on the subjects meant teachers and parents were forced to translate the syllabus and contents, according to their own respective understanding and perception of the Bahasa Malaysia texts.

?It certainly reflects poorly on the Umno-led BN federal government. The Education Ministry should have the proper planning in the formulation and implementation of the country?s education policies and plans.

?The Deputy PM and Education Minister (Muhyiddin) has failed to appreciate the sensitivity and special needs in the East Malaysian states, particularly Sarawak, where English is also an official language and that special rights to use English is cherished and dear to Sarawakians.

?The inconsistency in the formulation and implementation of the educational policies, regulations, guidelines and instructions are the hallmark of his ministership. He is the country?s worst Education Minister,? he said .

(AP) ? Instead of long beards and robes, they wear track suits and T-shirts. Their tablets are electronic, not hewn of stone, and they hold smartphones, not staffs. They may not look the part, but this ragtag group of Israelis is training to become the next generation of prophets.

For just 200 shekels, about $53, and in only 40 short classes, the Cain and Abel School for Prophets says it will certify anyone as a modern-day Jewish soothsayer.

The school, which launched classes this month, has baffled critics, many of whom have dismissed it as a blasphemy or a fraud.

On a religious level, Jewish tradition recognizes a few dozen prophets from the biblical era ? from the monumental figures of Abraham, Moses and Elijah to lesser known foretellers of doom and tormented questioners like Micah the Morashtite and Habakkuk. Tradition says no one can be a prophet ever since the Romans destroyed the second temple in Jerusalem in the year 70 and the era of prophecy can only be revived with the arrival of the Messiah and the temple's rebuilding. As one Talmudic phrase puts it, the only prophets now are children and fools.

But also, on a philosophical level, how do you learn divine inspiration in school? And can anyone learn?

"There is no way to teach prophecy," said Rachel Elior, a professor of Jewish thought at Jerusalem's Hebrew University. "It's like opening a school for becoming Einstein or Mozart."

That hasn't deterred the school's founder and sole teacher Shmuel Hapartzy, a follower of Chabad, a worldwide Orthodox Jewish outreach and worship movement that has come under fire because part of its membership crowned its late leader the Messiah. The Chabad movement in Israel has distanced itself from the school.

Anyone looking in the curriculum for "Parting the Sea 101" or "How to Predict the Future" or even "Principles of Proclaiming A Jeremiad" will be disappointed. Instead, students learn about the meaning of dreams, the classification of angels, the mysteries of the holy spirit. They learn how to discern a person's inner feelings from his or her external behavior and appearance.

Hapartzy can't guarantee his course will give his students a direct line to God. But, he says, the syllabus provides the essential tools to bring out the prophet in anyone.

"In the past there were prophets but even now, in our time, divinity is being revealed to everyone. We just need to open our eyes to it," said Hapartzy at his introductory course, which is held at a religious center in grungy south Tel Aviv, known more for its licentious street parties than piety.

And graduates do get a diploma.

There's little "profit" motive to the venture. Hapartzy said the token fee is to prove students' dedication and is donated to the religious center hosting the school. There's no application process ? anyone who wants to become a prophet can do so by just showing up for the course.

The school's inaugural class this month welcomed a mixed bag of 12 students ranging in age from 18 to 50. One man had scruffy stubble and wore a blue track suit. Another walked in with a guitar slung over his back. Others fiddled with their phones during the lecture or stepped out to smoke. Two had long beards and wore Jewish skullcaps.

Darya Popdinitz, who drove in from Jerusalem for the course, wore a pink hat with dangling pompons. She said her knowledge of biblical prophets was limited, but she was "curious" about the course.

"It's a real diverse mix of people," said Hapartzy.

The class itself is a modest study group. In the small room, the men sat in a circle around Hapartzy, with the women separately in a corner, following Orthodox Judaism's segregation of the sexes. Hapartzy lectures and hands out study material ? photocopied excerpts of holy books ? and a question period follows. The students' homework is to conduct good deeds and pray.

The 34-year-old Hapartzy has a varied background. A software engineer and Russian immigrant, with a long beard and dressed in black ultra-Orthodox garb, he said he was originally an atheist. He dabbled in "sciences, mysticism, Chinese philosophy, astrology, black magic and Christian cults" until, he said, he turned to Judaism.

He compiled the study materials from writings he said could be found in any religious library ? including, no surprise, the books of the biblical prophets. Since there's no traditional set course for becoming a prophet, Hapartzy used his own judgment for what subjects would be appropriate.

Like some in the Chabad movement, Hapartzy believes that the Messiah has already come and that the age of redemption is nigh, so it has possible to have prophets again. Claims by some that late leader Rabbi Menachem Schneerson was the Messiah split the Chabad movement and brought harsh criticism from other Jews.

Hapartzy said his school aims to prepare everyone for the new messianic era. The school is named after the sons of Adam and Eve ? Cain was the first murderer and Abel the first victim. The name represents a person's different spiritual poles, which the school aims to unite, Hapartzy said.

The desire to open up the realm of prophecy to anyone has raised hackles in some circles.

"It's completely crazy," said Menachem Brod, a Chabad spokesman. Facebook commenters have accused the school of "charlatanism and blasphemy."

Roie Greenvald, a 27-year-old tennis instructor attending the classes, also showed some skepticism. While he expressed interest in the spiritual development the course offers, one crucial detail stands in the way of his religious elevation.

"I'm not going to become a prophet," he said. "I don't think it pays very well."

Sign of the cross in a tree after tornado gives true believers in Alabama hope

Christmas carols about angels have special meaning to a Marshall County woman who says she frequently feels their presence.

Barbara McKinley said she received a sign of the cross after the April 27 tornadoes, when a tree fell in one of her neighbor's yards, in the Preston Island community.

"After the tornado, he went up to start cutting the tree limbs up and that to haul out to the road to be picked up, and as he was cutting up, when he got into this part of the tree, is when he saw the cross," McKinley said.

Her neighbor began to cut the same timber looking for more, but McKinley said the cross disappeared after 12 to 15 inches, and she was glad to receive a cross-cut of the cross.

She said some people think this is a hoax, claiming photos are doctored with a computer, or someone drew the cross on this piece of a tree.

"I keep trying to tell everybody God's trying to tell us something, and we're not listening."

Splotches appeared in the middle of several other trees in the area but none were like this.

McKinley believes it and her safety are a sign.

"We've had two tornadoes here and my house has never been touched, so I know my angels are watching me," she said.

Her faith continues to grow as a result of feeling that protection for years.

"My husband's had two bouts with strokes, and prostate cancer, and he's fine," she said.

"I feel my angels are looking are over us, all the time."

She said the cross is God's way of saying he is there, too.

Her son made the display case for the cross, along with a wooden plaque which reads:

"this cross came from the middle of a tree limb found after the tornado of april 27, 2001 on hwy 79 in marshall county, al."

BAGHDAD (AP) ? Gunshots wounded at least two people Sunday at demonstrations in western Iraq when bodyguards and security forces protecting a senior Sunni politician opened fire to disperse protesters, a local official said, marking the first casualties in more than a week of rallies.

Some of the demonstrators were demanding that the politician, Deputy Prime Minister Saleh al-Mutlaq, quit the Shiite-dominated government. Video of the chaotic scene showed hundreds of angry protesters chasing the official's entourage, pelting them with rocks and bottles as repeated automatic gunfire rang out.

Al-Mutlaq's office described the incident as an assassination attempt by "rogue elements" within the crowd of protesters. In a statement, it said an unspecified number of his bodyguards were also injured in the melee, and some of his convoy's vehicles were damaged.

Iraqi Sunnis angry over their perceived second-class treatment by the government have been protesting for more than a week in the vast western Anbar province. Up to now there has been no violence.

The demonstrations reflect increasing sectarian tensions in Iraq, which is struggling to maintain stability nearly a decade after the U.S.-led invasion toppled Saddam Hussein's Sunni-dominated regime, and a year after the last U.S. troops withdrew.

The violence erupted near the city of Ramadi during a visit by al-Mutlaq, according to Anbar provincial council member Talib Hamadi al-Dulaimi.

It was unclear who fired the shots that caused the injuries, and if those hurt were targeted intentionally. It is often difficult to assign blame for gunfire injuries in Iraq, where weapons ownership is common and security forces often shoot into the air to break up scuffles.

Al-Mutlaq is one of the government's most senior Sunni politicians and has been a frequent critic of the Shiite Prime Minister Nouri al-Maliki. He last year branded al-Maliki a dictator in a TV interview. Then he reconciled with the prime minister and remained in the power-sharing administration.

Although his visit was not announced in advance, he would have expected to find a sympathetic crowd in Anbar.

Members of al-Mutlaq's security detail and state security forces fired shots in the air after demonstrators insisted that al-Mutlaq show support for their protest by resigning from the government, al-Dulaimi said.

In local TV footage of the incident, protesters threw rocks and bottles at the entourage as it left the area, and automatic gunfire could be heard. One of the protesters shouted "Kick him out!" Another yelled, "They took the coward away in a taxi."

Al-Mutlaq's statement after the scuffle stressed his continued support for the protesters, and he called on state security forces to keep them safe.

Anbar provincial councilman Sheik Efan Saadoun said protesters in Anbar are growing dissatisfied with elected politicians, both at the provincial level and in Baghdad.

"They consider them to be conspirators because they have not seen anything from them in terms of improved public services and living standards," he said. "They are fed up with us and the whole the political process, but they don't know how difficult it is for us to get anything for them from a government that doesn't work properly."

On Friday, tens of thousands of protesters took to the streets near Ramadi and other Sunni-dominated cities in the largest rallies in a week of demonstrations. The protests followed the arrest earlier this month of 10 bodyguards assigned to the Sunni finance minister, Rafia al-Issawi.

Although the arrests triggered the demonstrations, the protesters' demands tap into deeper Sunni grievances of perceived discrimination by the Shiite-led government.

Anbar province was once the heart of the deadly Sunni insurgency that emerged after the 2003 U.S.-led invasion.

Al-Qaida is believed to be rebuilding in pockets of Anbar, and militants linked to it are thought to be helping Sunni rebels in Syria.

Indian gang rape victim dies; New Delhi braces for protests

NEW DELHI/SINGAPORE (Reuters) - A woman whose gang rape sparked protests and a national debate about violence against women in India died of her injuries on Saturday, prompting a security lockdown in New Delhi and an acknowledgement from India's prime minister that social change is needed.

Bracing for a new wave of protests, Indian authorities deployed thousands of policemen, closed 10 metro stations and banned vehicles from some main roads in the heart of New Delhi, where demonstrators have converged since the attack to demand improved women's rights. Hundreds of people staged peaceful protests at two locations on Saturday morning.

The 23-year-old medical student, severely beaten, raped and thrown out of a moving bus in New Delhi two weeks ago, had been flown to Singapore in a critical condition by the Indian government on Thursday for specialist treatment.

The intense media coverage of the attack and the use of social media to galvanize the protests, mostly by young middle-class students, has forced political leaders to confront some uncomfortable truths about the treatment of women in the world's largest democracy.

Most sex crimes in India go unreported, many offenders go unpunished, and the wheels of justice turn slowly, according to social activists who say that successive governments have done too little to ensure the safety of women.

"The need of the hour is a dispassionate debate and inquiry into the critical changes that are required in societal attitudes," Prime Minister Manmohan Singh said in a statement.

"I hope that the entire political class and civil society will set aside narrow sectional interests and agenda to help us all reach the end that we all desire - making India a demonstrably better and safer place for women to live in."

T.C.A. Raghavan, the Indian high commissioner to Singapore, told reporters hours after the woman's death in a Singapore hospital that a chartered aircraft would fly her body back to India on Saturday, along with members of her family.

The body was taken to a Hindu casket firm in Singapore for embalming. Indian diplomats selected a gold and yellow coffin to transport her home, staff at the firm told reporters.

"We are very sad to report that the patient passed away peacefully at 4:45 a.m. on Dec 29, 2012 (2045 GMT Friday). Her family and officials from the High Commission (embassy) of India were by her side," Mount Elizabeth Hospital Chief Executive Officer Kelvin Loh said earlier in a statement.

Delhi's chief minister, Sheila Dikshit, said the woman's death was a "shameful moment for me not just as a chief minister but also as a citizen of this country".

The woman, who has not been identified, and a male friend were returning home from the cinema by bus on the evening of December 16 when, media reports say, six men on the bus beat them with metal rods and repeatedly raped the woman. Media said a rod was used in the rape, causing internal injuries. Both were thrown from the bus. The male friend survived.

The attack has put gender issues center stage in Indian politics arguably for the first time. Issues such as rape, dowry-related deaths and female infanticide have rarely entered mainstream political discourse.

Analysts say the death of the woman dubbed "Amanat", an Urdu word meaning "treasure," by some media could change that, although it is too early to say whether the protesters calling for government action to better safeguard women can sustain their momentum through to national elections due in 2014.

WORST PLACE

The public outcry over the attack caught the government off-guard. It took a week for Singh to make a public statement on the attack, infuriating many protesters who saw it as a sign of a government insensitive to the plight of women.

The prime minister, a stiff 80-year-old technocrat who speaks in a low monotone, has struggled to channel the popular outrage in his public statements and convince critics that his eight-year-old government will now take concrete steps to improve the safety of women.

"The Congress mangers were ham-handed in their handling of the situation that arose after the brutal assault on the girl. The crowd management was poor," a lawmaker from Singh's ruling Congress party said on condition of anonymity.

Protesters fought pitched battles with police around the capital last weekend. Police used batons, water cannon and teargas to quell the protests.

Commentators and sociologists say the rape has tapped into a deep well of frustration many Indians feel over what they see as weak governance and poor leadership on social issues.

A global poll by the Thomson Reuters Foundation in June found that India was the worst place to be a woman because of high rates of infanticide, child marriage and slavery.

New Delhi has the highest number of sex crimes among India's major cities, with a rape reported on average every 18 hours, according to police figures. Government data show the number of reported rape cases in the country rose by nearly 17 percent between 2007 and 2011.

Indian media had accused the government of sending the woman to Singapore to minimize any backlash in the event of her death but Raghavan said it had been a medical decision intended to ensure she got the best treatment.

The suspects in the rape - five men, including two brothers, aged between 20 and 40, and a 15-year-old - were arrested within hours of the attack and are in custody. The suspects, all from a slum in south Delhi, will be formally charged with murder, New Delhi Deputy Commissioner of Police Chhaya Sharma told Reuters.

Home Minister Sushilkumar Shinde told Times Now television the government was committed to ensuring "the severest possible punishment to all the accused at the earliest".

"It will not go in vain. We will give maximum punishment to the culprits. Not only to this, but in future also. This one incident has given a greater lesson" Shinde said.

He said earlier the government was considering hanging for rape in rare cases. Murder already carries the death penalty.

RGIII, RB Alfred Morris, WR Pierre Garcon, LB?s Ryan Kerrigan and Brian Orakpo are all in their 20?s for the Redskins and should be included in this rivalry for quite some time as well.

The Pittsburgh Steelers vs Baltimore Ravens, Green Bay Packers vs Chicago Bears, and Dallas Cowboys vs Washington Redskins. These are maybe the top rivalries that we have in the NFL. A rivalry earns it?s name because of the history, the blood shed and meaningful games that?s played between two teams.

Washington and Dallas have earned those stripes, and get to add another one of those games to the history books come Sunday.

A make-or-break moment for 'fiscal cliff' negotiations

WASHINGTON (AP) ? Amid partisan bluster, top members of Congress and President Barack Obama were holding out slim hopes for a limited fiscal deal before the new year. But even as congressional leaders prepared to convene at the White House, there were no signs that legislation palatable to both sides was taking shape.

The Friday afternoon meeting among congressional leaders and the president ? their first since Nov. 16 ? stood as a make-or-break moment for negotiations to avoid across-the-board first of the year tax increases and deep spending cuts.

Obama called for the meeting as top lawmakers alternately cast blame on each other while portraying themselves as open to a reasonable last-minute bargain.

Senate Democratic Leader Harry Reid all but conceded that any effort at this late date was a long shot. "I don't know timewise how it can happen now," he said.

For Obama, the 11th-hour scramble represented a test of how he would balance the strength derived from his re-election with his avowed commitment to compromise. Despite early talk of a grand bargain between Obama and House Speaker John Boehner that would reduce deficits by more than $2 trillion, the expectations were now far less ambitious.

Although there were no guarantees of a deal, Republicans and Democrats said privately that any agreement would likely include an extension of middle-class tax cuts with increased rates at upper incomes, an Obama priority that was central to his re-election campaign. The deal would also likely put off the scheduled spending cuts. Such a year-end bill could also include an extension of expiring unemployment benefits, a reprieve for doctors who face a cut in Medicare payments and possibly a short-term measure to prevent dairy prices from soaring, officials said.

To get there, Obama and Reid would have to propose a package that Senate Republican Leader Mitch McConnell would agree not to block with procedural steps that require 60 votes to overcome.

Sen. Chuck Schumer of New York said he still thinks a deal could be struck.

The Democrat told NBC's "Today" show Friday that he believes the "odds are better than people think."

Schumer said he based his optimism on indications that McConnell has gotten "actively engaged" in the talks.

Appearing on the same show, Republican Sen. John Thune noted the meeting scheduled later Friday at the White House, saying "it's encouraging that people are talking."

But Sen. Bob Corker, R-Tenn., predicted that "the worst-case scenario" could emerge from Friday's talks.

"We will kick the can down the road," he said on "CBS This Morning."

"We'll do some small deal and we'll create another fiscal cliff to deal with the fiscal cliff," he said. Corker complained that there has been "a total lack of courage, lack of leadership," in Washington.

Speaking on the Senate floor Thursday, McConnell cautioned: "Republicans aren't about to write a blank check for anything the Democrats put forward just because we find ourselves at the edge of the cliff."

Nevertheless, he said he told Obama in a phone call late Wednesday that "we're all happy to look at whatever he proposes."

If a deal were to pass the Senate, Boehner would have to agree to take it to the floor in the Republican-controlled House.

Boehner discussed the fiscal cliff with Republican members in a conference call Thursday and advised them that the House would convene Sunday evening. Rep. Tom Cole, R-Okla., an ally of the speaker, said Boehner told the lawmakers that "he didn't really intend to put on the floor something that would pass with all the Democratic votes and few of the Republican votes."

But Cole did not rule out Republican support for some increase in tax rates, noting that Boehner had amassed about 200 Republican votes for a plan last week to raise rates on Americans earning $1 million or more. Boehner ultimately did not put the plan to a House floor vote in the face of opposition from Republican conservatives and a unified Democratic caucus.

"The ultimate question is whether the Republican leaders in the House and Senate are going to push us over the cliff by blocking plans to extend tax cuts for the middle class," White House communications director Dan Pfeiffer said. "Ironically, in order to protect tax breaks for millionaires, they will be responsible for the largest tax increase in history."

Boehner, McConnell, Reid and House Democratic Leader Nancy Pelosi are all scheduled to attend Friday's White House meeting with Obama. Vice President Joe Biden will also participate in the meeting, the White House said.

Despite the urgency to act, the rhetoric Thursday was quarrelsome and personal.

The House of Representatives is "being operated with a dictatorship of the speaker," Reid said on the Senate floor. He attributed Boehner's reluctance to put a version of Senate bill that raised tax rates on incomes above $250,000 for couples to fears he could lose his re-election as speaker next week.

"Harry Reid should talk less and legislate more if he wants to avert the fiscal cliff," countered Brendan Buck, a spokesman for Boehner.

If a deal is not possible, it should become evident at Friday's White House meeting. If that occurs, Obama and the leaders would leave the resolution to the next Congress to address in January.

Such a delay could unnerve the stock market, which performed erratically Thursday amid the developments in Washington. Economists say that if the tax increases are allowed to hit most Americans and if the spending cuts aren't scaled back, the recovering but fragile economy could sustain a traumatizing shock.

But a sentiment is taking hold that despite a black eye to its image, Congress could weather the fiscal cliff without significant economic consequences if it acts decisively next month.

"Going over is likely because at this point both sides probably see a better deal on the other side of the cliff," Jared Bernstein, Biden's former economic adviser, wrote in a blog post Thursday.

By letting current tax cuts expire and rise, Bernstein and others say, Republicans would be voting to lower taxes next month, even if not for all taxpayers. Democrats ? and Obama ? would be in a stronger position to demand that taxpayers above the $250,000 threshold pay higher taxes, instead of the $400,000 threshold that Obama proposed in his latest offer to Boehner.

And the debate over spending cuts, including changes to politically sensitive entitlement programs such as Medicare, would have to start anew.

Unlike most major Internet brands, Wikipedia had no year-end top-10 list to share. But that's not to say there isn't a list of most viewed Wikipedia articles of 2012. It took a software engineer with a bit of spare time to gather up the data, and share the results, equal parts predictable and off-the-wall.?What does this list say about us?

Based on?Johan Gunnarsson's analysis of Wikipedia logs, it seems that?the most viewed articles on the English version of Wikipedia are lined up as follows:

While we're not surprised to see iconic pop culture phenomena like musical sensation One Direction, the all-star movie?"The?Avengers," the risque literary?trilogy "Fifty Shades of Grey" and of course the?inescapable "Hunger Games" series?appear,?we did scratch our heads about Facebook and Google, and ... "Wiki"?

Wikimedia spokesman Jay Walsh explained the popularity of these items to All Things D's Liz Gannes as likely being due to users who might type "Facebook" or similar into a search engine built into "their browsers intending to go to the site and end up on Wikipedia."?Either that, he says, or there's simply "general, high-level interest and curiosity" about the history of some of these websites and services.

We'll buy the accidental typing explanation over the "high-level of?interest" one.

While most of the top 100 most-viewed?English Wikipedia articles centered around pop culture and current events, some articles raise eyebrows for feeling a bit out of place. Entries on the Illuminati (No. 33), elocution (No. 34)?and g-forces (No. 83)?cropped up on the heels of expected entries like Mitt Romney (No. 22) and?Justin Bieber (No. 25).

The more immature individuals among us may find it amusing that entries on sex (No. 18) and human penis size (No. 82) made it into the list of 100?most viewed.?Android fanboys may flaunt the fact that an article about the mobile operating system hit the list at No. 70, while no entries about iOS made it into the top 100. (Though Steve Jobs did come in at No. 64.)

At least some people were using Wikipedia for its intended purpose, to cheat on homework assignments: Historical topics from?Albert Einstein (No. 98)?to the Hatfield-McCoy feud (No. 91) pepper the list.

When looking at the?most viewed articles in languages other than English, we find that the obsession with major Web properties and pop culture extends beyond their idiom of origin. Facebook led the Spanish top 10, which also includes One Direction. German language readers were particularly interested in the?TV shows "How I Met Your Mother," "The Big Bang Theory," "Two And A Half Men," and "Game Of Thrones" ? all which made it into their top 10.

And speaking of Bieber,?those with an irrational dislike for the teen?heartthrob may find it comforting to know that he?only made the top 10 in Norwegian and Danish. He failed to reach single digits in any other language, and sits at No. 25 on the list of the most viewed English Wikipedia articles.

"Gangnam Style," the ear-worm that beat Bieber's "Baby" to?a billion views on YouTube, appears to have only made it onto one top-100 list?? the English one ? taking the No. 21 spot with a mere?13,129,876 views.

College presidents plead for gun control

Seven Pittsburgh-area college presidents have joined roughly 300 campus leaders nationwide in signing an open letter imploring U.S. policy makers to enact additional gun control measures following this month's Connecticut elementary school massacre.

The group of signers, dubbed "College Presidents for Gun Safety," stated in their letter that they do not oppose gun ownership. They said reasonable gun safety legislation would not stop every shooting and that identifying and treating mental health problems intertwined in such killings is essential.

But they also said they oppose bills in various states either proposed or already enacted into law that permit gun possession on college campuses. They also recommended several moves "on behalf of our children" that included:

? Ending what the letter signers called the gun show loophole that enables gun purchases from unlicensed sellers without a criminal background check.

? Reinstituting a ban on military-style semiautomatic weapons with high-capacity ammunition magazines.

? Creating consumer safety standards including safety locks and checks against gun manufacturer defects.

"For many years now, our nation's leaders have engaged in fevered debates on higher education, yet lawmakers shy away from taking action on one issue that prevents thousands of young people from living lives of promise, let alone realizing their college dreams," the letter states. "That issue is gun safety."

The letter adds, "We are college and university presidents. We are parents. We are Republicans, Democrats and Independents. We urge both our President and Congress to take action on gun control now."

To date, the 28 college presidents in Pennsylvania include, from the Pittsburgh-area, Mary Hines of Carlow University; Esther L. Barazzone of Chatham University; Charles Dougherty of Duquesne University; Candace Introcaso of La Roche College; Paul Hennigan of Point Park University; Gregory Dell'Omo of Robert Morris University and Tori Haring-Smith of Washington & Jefferson College.

Other Western Pennsylvania signers include Keith Taylor of Gannon University and Tom Gamble of Mercyhurst University.

The letter was first circulated Dec. 19 by two Atlanta-area college presidents, Lawrence Schall of Oglethorpe University and Elizabeth Kiss of Agnes Scott College. Mr. Schall, who came up with the idea, said Friday he had trouble sleeping after watching a televised service following the killings of 20 first-graders and six staff inside Sandy Hook Elementary School in Newtown, Conn.

"I have four of my own children. They went to an elementary school that looked very much like that school. The whole thing seemed so tragic and unnecessary," he said.

Ms. Hines said that "no matter how much we do and teach at Carlow, we cannot resolve the issue of violence when weapons are so readily available and so easily accessed. When my colleague presidents requested my signature on a national statement for bipartisan action for reasonable gun control legislation, I readily and easily agreed."

Nowhere to use Japan's growing plutonium stockpile

ROKKASHO, Japan (AP) ? How is an atomic-powered island nation riddled with fault lines supposed to handle its nuclear waste? Part of the answer was supposed to come from this windswept village along Japan's northern coast.

By hosting a high-tech facility that would convert spent fuel into a plutonium-uranium mix designed for the next generation of reactors, Rokkasho was supposed to provide fuel while minimizing nuclear waste storage problems. Those ambitions are falling apart because years of attempts to build a "fast breeder" reactor, which would use the reprocessed fuel, appear to be ending in failure.

But Japan still intends to reprocess spent fuel at Rokkasho. It sees few other options, even though it will be extracting plutonium that could be used to make nuclear weapons.

Stahl arrested for investigation of lewd conduct

LOS ANGELES (AP) ? Los Angeles police say actor Nick Stahl has been arrested for investigation of lewd conduct.

The 33-year-old "Terminator 3" star was arrested about 8 p.m. Thursday on Hollywood Boulevard. He was booked on a misdemeanor count of lewd conduct and released from custody.

The Los Angeles Times reports (http://lat.ms/YU6uBO) that Stahl was arrested at an adult movie shop during a routine undercover police operation.

In May, Stahl had been reported missing by his wife, but he later turned up.

Stahl was a child star who performed in the 1993 film "The Man Without a Face." He also has appeared in the 2003-2005 HBO series "Carnivale'" and starred in "Mirrors 2" in 2010. An email seeking comment from his publicist was not immediately returned Friday.
