(AP) ? Steve Martin and The Steep Canyon Rangers turned the International Bluegrass Music Association Awards into funny business Thursday night.

Martin and his group of crack bluegrassers took entertainer of the year, the night's top award at The Ryman Auditorium, while super group The Boxcars took home a leading four awards.

"I want to thank all the other nominees ... for losing," Martin joked after accepting the award.

Martin, the Grammy and Emmy award winner best known as a comedian and writer, is also an accomplished banjo picker who has taken the medium to a wider audience with two albums of mostly original music and a high-profile series of performances. Entertainer of the year goes to the act that does the best job representing the genre.

"It really means a lot, sort of like winning two Oscars," Martin said afterward. "It's something we work very hard at and I kind of started from scratch. I mean I've been playing banjo for 50 years, but performing in a band I've never done. I've done it for about two years ... You know, the hardest part was talking and tuning."

It is the first IBMA award for Martin and the second for the Rangers, winners of the 2006 emerging artist of the year award. They snap Dailey & Vincent's three-year winning streak in the entertainer category.

The Boxcars took home four awards. Three other acts, Michael Cleveland, The Gibson Brothers and a collaborative effort among J.D. Crowe, Doyle Lawson and Paul Williams, each won two awards.

The Boxcars are made up of former Dan Tyminski band members Adam Steffey and Ron Stewart, who enlisted John R. Bowman, Keith Garrett and Harold Nixon to form the new group. They were the night's lead nominees with 10.

The quintet won emerging artist and instrumental group of the year, while Steffey won mandolin player of the year and Stewart shared banjo player of the year with Kristin Scott Benson of the Grascals, who has won that trophy four years in a row.

"We're grizzled veterans, heavy on the gristle," Steffey joked after the group won instrumental group of the year.

The IBMA honored Bluegrass Hall of Fame inductees Del McCoury and George Shuffler and host Sam Bush paid tribute to the late Bill Monroe, the father of bluegrass, who would have turned 100 this month.

The Gibson Brothers won album of the year for "Help My Brother" and the vocal group of the year award, crediting Ricky Skaggs "for teaching us how it's done."

Cleveland, which his band Flamekeeper, won instrumental recorded performance of the year for "Goin' Up Dry Branch" and won Cleveland won his sixth straight fiddle player of the year award and ninth overall.

Crowe, Lawson and Williams won recorded event of the year and gospel recorded event of the year for their "Prayer Bells of Heaven." Russell Moore won his second straight male vocalist of the year award and Dale Ann Bradley won female vocalist of the year. Both have won those categories four times apiece.

Martin fell in love with the banjo as a child listening to legends like Earl Scruggs, Pete Seeger and Doug Dillard. He often incorporated a banjo into his humor but gave little public hint for his love of bluegrass until later in life. He released his first album with the Rangers in 2009 called "The Crow: New Songs for the Five-String Banjo." That album won a Grammy Award. They released "Rare Bird Alert" earlier this year.

Martin previously won a Grammy for his 2001 "Foggy Mountain Breakdown" collaboration with Scruggs.

The 66-year-old and the Rangers have taken bluegrass to "The Ellen Show," ''The Late Show with David Letterman," ''The Tonight Show with Jay Leno" and the Capital Mall over the last year.

"And when I play a concert hall somewhere I know half the audience isn't even familiar with bluegrass," Martin said before the awards. "That way we really reach a really wide audience for this music I love and that I love listening to."

Fracking gas test drill discussed

An application to test drill for gas in the Vale of Glamorgan will be discussed by the council's planning committee later.

A Bridgend-based company called Coastal Oil and Gas Ltd has applied for a right to explore for conventional and shale gas at an industrial estate in Llandow.

There is opposition to the application, and to other gas drilling sites in south east Wales. A group called The Vale Says No has been formed.

Much of the concern is about an element of drilling for shale gas called fracking.

The technical term is hydraulic fracturing, and it's a process which has been condemned in several US states, where drilling deep underground has became popular in the past eight years.

In Europe, France has banned fracking after a 100,000 people signed a petition, but the Polish government is more supportive of using shale gas as an energy source.

The side effects of fracking are still being investigated after two earth tremors near Blackpool last summer.

For the time being, gas drilling in that part of Lancashire has been suspended. Concerns are on contaminating any underground water, and which chemicals are pumped at high pressure to release shale gas.

Energy security

But another report published earlier this month by the Institution of Gas Engineers and Managers, called "Shale Gas, a UK energy miracle?" suggests that "unconventional resources" such as shale gas, is regulated tightly enough in Britain by the Environment Agency and the Health and Safety Executive.

It agrees in its conclusion with the findings of the Government's Energy and Climate Change Select committee in Westminster.

But key questions in relation to fracking in Britain is how likely is it that there is a potentially vast gas resource which would improve Britain's energy security and reduce the need to import ever more expensive gas from abroad?

And more importantly in a densely populated state like Britain, and near one of the most densely populated areas of Wales, what are the possible environmental and health problems which could overshadow the benefits?

Excessive weight has long been considered one of the culprits of osteoarthritis, since it puts additional strain on joints. While exercise has been shown in some studies to ease arthritis symptoms, others have found that for overweight and obese people, a fitness regimen can exacerbate the condition.

The study, published online Tuesday in the journal Arthritis & Rheumatism, found that although weight may heighten the risk of osteoarthritis, regular exercise could diminish joint problems by slowing its progression.

Researchers from Duke University worked with 20 8-week-old male mice, half of whom were fed a high-fat diet in which 60 percent of calories came from fat. The other half got their usual food, with 13.5 percent of calories from fat.

As expected, the mice on the high fat diet got pretty chubby; after 12 weeks they had a 55 percent increase in body mass and their body fat percentage rose more than three-fold. Researchers found evidence of osteoarthritis in the mice?s knees, such as markers for inflammation. They also found elevated glucose levels (an indication of prediabetes).

When the obese mice started running regularly on a wheel, changes started happening, despite the fact that they were still on the high-fat diet and losing no weight: the inflammation response was disrupted and glucose tolerance improved.

?I don?t want to say exercise is turning off that inflammatory signal, it just impairs it,? said lead author Timothy Griffin in a news release. ?This shows that if you are obese, it?s better to exercise. Sometimes pain can be a barrier to starting exercise, but if you overcome it, in the long term, it?s better.?

'Toe Suck Fairy' Arrested: Foot Fetishes Explained (LiveScience.com)

An Arkansas man identified as the "Toe Suck Fairy" was arrested Monday (Sept. 26) following a series of incidents in which he allegedly approached women in stores, commented on their feet and asked to suck their toes. According to Reuters, the culprit, Michael Robert Wyatt, 50, previously served a prison sentence for similar shenanigans. Last time, he even pretended to be a podiatrist in order to fondle and suck a woman's toes at a clothing store.

Though criminal cases are rare, foot fetishism itself is surprisingly common. Academic studies on the prevalence and membership of fetish discussion groups have found that feet and foot accessories are the most fetishized of all non-genital body parts and objects. Nearly half of all such fetishes focus on feet, and almost two-thirds of fetishes for objects associated with the body are for shoes and socks. [Can Brain Scans Read People's Minds?]

Sigmund Freud claimed that people sexualize feet because they resemble penises. Today, a more scientific theory comes from the neuroscientist Vilanayar Ramachandran, director of the Center for Brain and Cognition at the University of California, San Diego.

Ramachandran said he solved the mystery of foot fetishes while studying the brain malfunctions that lead to phantom limb syndrome, a condition where amputees feel as if their missing limbs are still attached to their bodies, and that they can move those limbs. He found that the syndrome resulted when a person's "body image map" ? the brain's map of the body, in which different body parts are associated with and controlled by different brain regions ? failed to erase the part of the map that corresponded to the amputated limb.

In the case of some phantom foot patients, Ramachandran found that the amputees' brains didn't just fail to erase the missing foot from their body image map, they accidentally rewired the map in a way that caused the person's phantom foot to become sexy. Phantom foot patients reported feeling sexual pleasure, and even orgasms, in their missing feet.

Long before Ramachandran began his work on phantom limb syndrome, it had been noted that the brain areas associated with genitalia and feet are adjacent to each other in the brain's body image map. But no one else had put 2 and 2 together? and realized that foot fetishes could possibly result from cross-wiring in the brain between the foot and the genital parts.

As Ramachandran wrote in "Phantoms in the Brain: Probing the Mysteries of the Human Mind" (Harper, 1999): "Maybe even many of us so-called normal people have a bit of cross-wiring, which would explain why we like to have our toes sucked."

(AP) ? Russia's influential finance minister resigned Monday following a televised confrontation with President Dmitry Medvedev, who had angrily demanded that Alexei Kudrin immediately explain his criticism of Medvedev's policies or step down.

The open tension within Russia's leadership follows the announcement over the weekend that Prime Minister Vladimir Putin plans to return to the presidency next year and Medvedev would then take his old job as prime minister. Russia will have a presidential vote despite the backroom maneuvering, but Putin is sure to win it.

The departure of Kudrin is likely to unsettle investors. He has been finance minister since 2000 and his tight hold over the budget has been seen as the key to Russia's economic stability.

"It is difficult to see how Mr. Kudrin's resignation can be anything but market-negative," said Neil Shearing, chief Emerging Markets economist at Capital Economics Ltd in London. "With oil prices starting to slide and financial markets still jittery, now is not a good time for the government to lose its arch-fiscal hawk."

Speaking over the weekend, Kudrin said he would refuse to serve if Medvedev was made prime minister because of disagreements over policy, including plans to substantially boost military spending.

Addressing Kudrin on Monday, Medvedev called the minister's remarks "irresponsible chatter" and "improper," especially since they were made in the United States while the minister was in Washington for meetings of the International Monetary Fund and the World Bank.

"If you disagree with the course set by the president and being implemented by the government, you have only one choice: Resign," Medvedev said.

Kudrin said he would decide only after talking to Putin.

"You can seek the advice of whomever you want, but as long as I'm president, such decisions are made by me," Medvedev retorted.

The Kremlin said Medvedev signed a decree on Kudrin's resignation. Kudrin confirmed that he had quit in brief remarks reported by state news agencies.

Kudrin has been widely credited with helping Russia weather the 2008-2009 global financial crisis. During Putin's presidency from 2000 to 2008, Kudrin stashed some of the revenue from Russia's oil exports in a stabilization fund, despite strong opposition from other ministers who wanted to spend the money. But when the financial crisis hit and oil prices sank sharply those savings proved crucial in reducing the blow to Russia's economy.

Some market analysts speculated that Kudrin's departure could have a greater effect on Russia's economy than the 2012 presidential election itself.

"It is unlikely that Mr. Kudrin's replacement will share his predecessor's credentials and clout," Shearing wrote in a note to investors.

Before last weekend, Kudrin had been mentioned as a possible prime minister under Putin if Putin returns to the presidency.

I came kind of close to passing "Drive" by in the theaters. I missed opening weekend, and then didn't give it another thought until a friend mentioned viewing it. I know we're coming into that time of the year when every film released is heralded by someone as "the best film of the year," but right now, this honestly is my favorite, the only other one that comes close is "Hanna." This movie was just amazing, all around. Ryan Gosling and Carey Mulligan are perfect in the two central roles, everyone else is good, as well, but nobody really stands out much. Like "The American" last fall, I had some trouble trying to decide if this was placed in the current day and age or not. It doesn't really matter much, though. Either way, I absolutely loved the huge eighties vibes. The music was awesome and the whole atmosphere was intoxicating. Overall, it's freaky and intense and also touching and emotional in all the right ways at all the right times. I was pleasantly surprised at what I found in "Drive."

Spending at the Home Improvement Stores: Looking Forward&#39;s ...

My DH and FIL are replacing the interior doors in our house this weekend. And just like any project that involves two men, moving parts, measuring; it's hitting a few snags. Wink

I'm just kidding. It's not their fault, it's more the house's fault. Each door frame is slightly askew. Not square or plumb. So each replacement door slab must be carefully fitted and trimmed. DH just headed out to buy a planer in order to shape the doors to fit in the best way. That'll be about $80. I bought paint last night and hinges. $71. We bought new handle sets a few at a time over the past few months at $29/set. $150 total for those.

Yeah, the home improvement stores are making money off us. Plus, I'll be buying tile soon.

The real kicker is they planned to use the paint sprayer my FIL brought to paint the doors tomorrow, and now the weatherman says it's going to rain!

Cross your fingers we'll have doors up soon so we'll have some privacy in the bathrooms!

On Fox News Saturday, Mike Huckabee said Perry looked ?dumbfounded? and ?not prepared for the presidential stage.?

?No front-runner in a presidential field has ever, we imagine, had as weak a showing as Rick Perry,? he wrote the morning after. ?It was close to a disqualifying two hours for him.?

Popular Diabetes Drugs May Raise ... - Health Nutrition and Fitness

THURSDAY, Sept. 22 (HealthDay News) ? People with type 2 diabetes taking the drugs Januvia or Byetta might have an increased risk of developing pancreatitis and pancreatic cancer, a preliminary study suggests.

The study also found that Byetta (exenatide) may raise the risk of thyroid cancer.

Although the links aren?t conclusive, they merit further investigation, the researchers noted.

?We have raised concern that there may be a link, but we haven?t confirmed it,? said lead researcher Dr. Peter Butler, director of the Larry L. Hillblom Islet Research Center at the University of California, Los Angeles. ?We need to do more work to figure out whether this is real or not.?

Both drugs help control blood sugar levels by encouraging production of a hormone called glucagon-like peptide 1 (GLP-1).

Januvia (sitagliptin) and Byetta, an injectable drug, are a new way of treating type 2 diabetes, and they potentially have advantages over older medications, Butler said. But, because these drugs are new, they?re ?the ones we know least about,? he said. ?When new drugs come out, the long-term side effects of these drugs are not well understood.?

For the study, recently published in the journal Gastroenterology, Butler?s team used 2004-2009 information in the U.S. Food and Drug Administration?s database on adverse events, which are reported by doctors whose patients use these drugs.

When compared to other treatments, the researchers found a sixfold increase of reported cases of pancreatitis (inflammation of the pancreas) linked to patients taking Januvia or Byetta; a 2.9-fold increase in reported cases of pancreatic cancer among those taking Byetta and a 2.7-fold increase of reported pancreatic cancers among Januvia users.

In addition, they also noted an increase in reported cases of thyroid cancer with Byetta.

This latest study builds on earlier research, published in a 2009 issue of Diabetes, which found an increase in pancreatitis in rats whose GLP-1 levels were raised, the researchers said.

Butler is quick to point out that these increases in pancreatic cancer risk, while statistically significant, are not specifically related to patients, but rather to an increase in doctors reporting these cases to the FDA.

?It is important to avoid alarmism and have people stop medicines that they may be benefitting from when the risk is not yet defined,? he stressed.

?If the drug and you are working well together, I wouldn?t say there is any reason to stop the drug, based on the evidence we have right now,? he said. ?But if you have any concern you should talk to your doctor about it.?

Being overweight is an important risk for both pancreatic cancer and type 2 diabetes, Butler noted. So the first advice to overweight patients with type 2 diabetes is to lose weight. ?By doing that, you reduce the risk of pancreatic cancer,? he said.

In addition, the first medication used to control blood sugar in type 2 diabetics is metformin, which by itself may reduce the risk for pancreatic cancer, Butler said. Metformin is an older drug with a well-known safety profile, he noted.

Dr. Mary Ann Banerji, director of the Diabetes Treatment Center at SUNY Health Science Center Brooklyn in New York City, said that ?this is not perfect data.?

However, Banerji does not prescribe these drugs for patients who have had a history of pancreatitis or a family history of thyroid cancer. There are alternatives such as metformin and insulin, as well as Avandia and Actos, she said, but studies have turned up an increased risk for heart attack and heart failure in the last two drugs. The FDA has removed Avandia from pharmacy shelves, and the agency issued a warning last summer that there is a possible increased risk of bladder cancer in patients who take Actos for more than a year.

The concerns about Januvia and Byetta ?should not be blown out of proportion,? Banerji said. ?You prescribe them on an individual basis, because, in the end, all of medicine is individual,? she said. ?We should use these drugs judiciously along with metformin.?

Industry representatives, insisting that no studies involving these drugs have found an increased risk of pancreatitis or pancreatic cancer, stand by their products. The database used for the study contains information on doctor-reported cases and does not reflect cause-and-effect, they said.

Dr. Barry Goldstein, vice president and therapeutic area head for diabetes and endocrinology at Merck Research Laboratories, which makes Januvia, said that ?there has been no association shown between Januvia and pancreatitis.?

?We have full confidence in Januvia, which is used by millions of patients around the world,? he said.

Anne Erickson, a spokeswoman for Amylin Pharmaceuticals, makers of Byetta, said that ?the conclusions of the study are in contrast to other nonclinical, clinical and adequately conducted post-marketing epidemiological studies.?

Epidemiological studies have not established a significantly increased risk of pancreatitis associated with Byetta, she said. ?To date, the available data do not demonstrate that exenatide increases the overall risk of cancer in humans.?

Another expert, Dr. Ronald Goldberg, professor of medicine, biochemistry and molecular biology at the University of Miami Miller School of Medicine, said the findings merit consideration. ?I don?t think the study is definitive, but it raises a flag and is clearly something we need to pay attention to going forward.?

There is ?more benefit than risk with these drugs, based on our current knowledge,? he said.

Global leaders struggle to calm recession fears

(AP) ? The world's major economic powers are pledging to launch a bold effort to deal with a chronic slowdown in growth and a European debt crisis threatening to push the global economy into another recession. But it was unclear whether their strong words would be backed up by equally strong actions.

The statement by the Group of 20 major economies was issued late Thursday and pledged that the countries, which represent 85 percent of the global economy, would do what was necessary to restore financial stability and clam financial markets which had plunged on Thursday over renewed fears of a global downturn.

The finance officials of traditional economic powers such as the United States, Japan and Germany and major emerging nations such as China, Brazil and India were seeking to demonstrate strong resolve in the hope that it will calm jitters that had sent financial markets down sharply. The United States was represented in the discussions by Treasury Secretary Timothy Geithner and Federal Reserve Chairman Ben Bernanke.

"We are taking strong actions to maintain financial stability, restore confidence and support growth," the G-20 joint statement said. "We commit to take all actions to preserve the stability of banking systems and financial markets as required."

The G-20 group had not been scheduled to issue a statement after their working dinner but the turmoil on Thursday in global markets resulted in a change in plans. The group issued a one-page document that they hoped would demonstrate sufficient resolve.

The statement did little to reassure anxious investors. European markets fell sharply on Friday and Wall Street was set to open with further declines. In Asia, traders continued to dump stocks amid growing fears of a new global recession.

French Finance Minister Francoise Baroin told reporters the statement represented a "strong global" response to what he called a "very serious situation."

The statement was issued in advance of the start Friday of the annual meetings of the 187-nation International Monetary Fund and its sister lending organization, the World Bank. The discussions, which will wrap up on Saturday, have been dominated by the European debt crisis.

A senior U.S. Treasury official who briefed reporters on condition of anonymity to discuss the closed-door discussions said that all the G-20 countries felt there was a sense of urgency to take strong actions to deal with the financial market turmoil.

Investors are worried that Europe's debt crisis could destabilize the global economy at a time when growth has already slowed significantly due to a jump in oil prices earlier in the year and a pronounced slowdown in the United States, the world's largest economy.

The Dow Jones industrial average sank 391 points on Thursday, marking the second-straight day of massive losses on Wall Street.

IMF Managing Director Christine Lagarde said the world was entering a "dangerous phase" and World Bank President Robert Zoellick said he still believed the globe could avoid a double-dip recession "but my confidence in that belief is being eroded daily."

Greece could default on its debt next month unless it receives a $10.9 billion installment from a bailout fund managed by the European Central Bank, the European Commission and the IMF.

A default could destabilize other financially troubled European countries, such as Portugal, Ireland, Spain and Italy. It would also deal a blow to many European banks, which are large holders of Greek government bonds.

Major emerging economies including Brazil, India, China, Russia and South Africa said in a statement they would "consider, if necessary, providing support through the IMF or other international financial institutions" to address the European debt crisis. But the group played down suggestions that they would be willing to purchase government debt of troubled European countries.

Geithner said the United States has a huge stake in seeing Europe succeed and the G-20 group discussed proposals he has raised to expand the resources of the European bailout fund by using methods the United States employed during its own financial crisis in 2008-2009.

The G-20 communique spoke of trying to increase the flexibility of the rescue fund and maximize its resources but spelled out no specific ways to accomplish those goals.

The joint statement also said the G-20 nations planned to produce a "collective and bold action plan" to boost global growth and deal with high government debt to be unveiled in time for a summit of G-20 leaders including President Barack Obama in Cannes, France, on Nov. 3-4. However, the communique gave no hint of what would be included in the new action plan.

Europe has struggled to convince financial markets that it has the will to prevent a catastrophic debt default by Greece that could cascade to other highly indebted European countries and the United States has been unable to produce a long-term deficit reduction because of a deadlock between Democrats and Republicans about the role spending cuts and tax increases should play in the program.

Faced with the deadlock in Congress, the Federal Reserve on Wednesday said it will try to push long-term interest rates lower and make consumer and business loans cheaper by shifting $400 billion out of short-term Treasury securities and into longer-term bonds. Economists, however, doubt the plan will do much given that U.S. interest rates are already near record lows.

Falling Satellite Slows, Earth Strike Delayed

A 6-ton NASA satellite on a collision course with Earth clung to space Friday, apparently flipping position in its ever-lower orbit and stalling its death plunge.

The old research spacecraft was targeted to crash through the atmosphere sometime Friday night or early Saturday, putting Canada and Africa in the potential crosshairs, although most of the satellite should burn up during re-entry. The United States wasn't entirely out of the woods; the possible strike zone skirted Washington state.

"It just doesn't want to come down," said Jonathan McDowell of the Harvard-Smithsonian Center for Astrophysics.

McDowell said the satellite's delayed demise demonstrates how unreliable predictions can be. That said, "the best guess is that it will still splash in the ocean, just because there's more ocean out there."

Until Friday, increased solar activity was causing the atmosphere to expand and the 35-foot, bus-size satellite to free fall more quickly. But late Friday morning, NASA said the sun was no longer the major factor in the rate of descent and that the satellite's position, shape or both had changed by the time it slipped down to a 100-mile orbit.

"In the last 24 hours, something has happened to the spacecraft," said NASA orbital debris scientist Mark Matney.

On Friday night, NASA said it expected the satellite to come crashing down between 11:45 p.m. and 12:45 a.m. EDT Saturday. It was going to be passing over the Atlantic, Pacific and Indian oceans at that time, as well as Canada and Africa.

"The risk to public safety is very remote," NASA said in a statement.

Any surviving wreckage is expected to be limited to a 500-mile swath.

The Upper Atmosphere Research Satellite, or UARS, will be the biggest NASA spacecraft to crash back to Earth, uncontrolled, since the post-Apollo 75-ton Skylab space station and the more than 10-ton Pegasus 2 satellite, both in 1979.

Russia's 135-ton Mir space station slammed through the atmosphere in 2001, but it was a controlled dive into the Pacific.

Some 26 pieces of the UARS satellite ? representing 1,200 pounds of heavy metal ? are expected to rain down somewhere. The biggest surviving chunk should be no more than 300 pounds.

Earthlings can take comfort in the fact that no one has ever been hurt by falling space junk ? to anyone's knowledge ? and there has been no serious property damage. NASA put the chances that somebody somewhere on Earth would get hurt at 1-in-3,200. But any one person's odds of being struck were estimated at 1-in-22 trillion, given there are 7 billion people on the planet.

"Keep in mind that we have bits of debris re-entering the atmosphere every single day," Matney said in brief remarks broadcast on NASA TV.

In any case, finders definitely aren't keepers.

Any surviving wreckage belongs to NASA, and it is against the law to keep or sell even the smallest piece. There are no toxic chemicals on board, but sharp edges could be dangerous, so the space agency is warning the public to keep hands off and call police.

The $740 million UARS was launched in 1991 from space shuttle Discovery to study the atmosphere and the ozone layer. At the time, the rules weren't as firm for safe satellite disposal; now a spacecraft must be built to burn up upon re-entry or have a motor to propel it into a much higher, long-term orbit.

NASA shut UARS down in 2005 after lowering its orbit to hurry its end. A potential satellite-retrieval mission was ruled out following the 2003 shuttle Columbia disaster, and NASA did not want the satellite hanging around orbit posing a debris hazard.

Space junk is a growing problem in low-Earth orbit. More than 20,000 pieces of debris, at least 4 inches in diameter, are being tracked on a daily basis. These objects pose a serious threat to the International Space Station.

Getting to common ground about early childhood education: Head ...

The conversations surrounding early childhood education and Head Start resonate loudly no matter where you find yourself rooted in the dialogue. Whether you?re defending their effectiveness or elaborating on shortcomings, any utterances of government interference, parental involvement, federal and taxpayer dollars, and return on investment can send anyone into a tailspin of communication disconnects. Yes, I too, am tempted to share numerous reports and statistics that indicate early childhood education and Head Start works by providing long-term educational, economic, health and law enforcement benefits. But, the facts would still be moot if we can?t at least agree to discuss chapters from the same book.

I?m inclined to believe that our frame of reference about what early childhood education and Head Start really are and their intent is misplaced. In order to have a healthy dialogue, it is critical that we get to common ground. So, let?s start with terminology. I?ve noticed that day care and Head Start are often used interchangeably when referring to early childhood education. ?Day care? and ?Head Start? are not the same by definition, design or function. Day care is a type of child care service?provided to parents, typically (but not always) in exchange for monetary payment of those services. Day care may not be a viable means of early childhood education because education might not be embraced or stressed by the day care provider.

Furthermore, day care is regulated through local legislation, and some states don?t require their day care programs to be licensed or certified. This means there are no set standards for assessing, measuring or monitoring a child?s performance and aptitude in the day care environment. Head Start is a national early childhood comprehensive program that is comprised of Head Start and Early Head Start. It serves primarily at-risk children and their families and provides a range of education, health, mental health, nutrition, disabilities, as well as family and community support services and programs. The services are free to children and their families where the income is at or below the federal poverty level.

Unlike day care, Head Start programs must comply with national program performance standards and are monitored to ensure that they are meeting those performance standards. Next, I?d like to extend the dialogue to communicate that early childhood education is critical to the development of intelligence, personality and social behavior in children. We might be able to agree on this as long as I don?t stipulate where children attain that education and from whom their influences are drawn. At the forefront, we should all want children to be successful?to become well-rounded, inquisitive, independent and self-confident individuals who aspire to make a positive impact and meaningful contributions in society. How do we get there? Parents should be the primary educators of their children, not just in early childhood education, but throughout their children?s lives.

Parents who have the means to provide their children with the best educational opportunities (whatever they may be) will do so. The children of less fortunate parents, especially those who live in poverty could be left behind unless they receive assistance?an opportunity to merely get on the learning path. For these children, Head Start is that opportunity. Now, I?d like to explain how Head Start is a vital part of early childhood education as a school readiness program. Public Law 110-134 ?Improving Head Start for School Readiness Act of 2007? clearly states that the purpose of Head Start is to promote the school readiness of low-income children by enhancing their cognitive, social and emotional development.

This is accomplished in a learning environment that supports children?s growth through the provision of health, educational, nutritional, social, and other necessary services for the children and their families, and using scientifically-based and developmentally-appropriate education performance standards related to school readiness that are based on The Head Start Child Development and Early Learning Framework: Promoting Positive Outcomes in Early Childhood Programs Serving Children 3?5 Years Old. The Framework is a description of developmental building blocks and is comprised of 11 domains that represent and promote the overarching areas of child development and early learning essential for school and long-term success. Head Start uses the Framework to establish school readiness goals for their children, monitor children?s progress, align curricula and conduct program planning.

While 10 of the 11 domains listed below apply to all children, the English language development domain applies only to children who speak a language other than English at home, also referred to children who are dual language learners.

I?m encouraging you to visit the Early Childhood Learning and Knowledge Center (A Service of the Office of Head Start) web site (www.eclkc.ohs.acf.hhs.gov) to download a copy of the Framework. Use it as a reference to continue your conversations about Head Start assessment and measurement tools. Head Start programs address the domains in an integrated way, using intentional instruction and scaffolding-type learning throughout the day. For example, dramatic play can promote language development, literacy and math skills.

And, children can learn about science and social studies concepts through literacy activities, creative arts and outdoor play. The Framework encourages learning outside of the traditional role of teaching rote skills, thereby guiding children through a well-orchestrated path of how to learn. It fosters the skills children will need to matriculate through school and life. From this stance, we can probably agree that as a nation, we are all responsible in some capacity for our children?s educational and life outcome successes. Parents must first teach their children, and head start emphasizes and provides services and programs that strengthen parental involvement?at home, in the classroom and in the community.

Head Start teachers, staff and volunteers are responsible for supporting children?s growth using the Framework, as well as through meeting the health, nutritional and social needs of the children and their families. Continuous educational success is also the responsibility of kindergarten teachers, elementary school teachers, intermediate school teachers and high school teachers. Reinforcement from all?parents and the schools?are pivotal. I must reiterate, though, that Head Start is a school readiness program?a starting point?for kindergarten readiness in the early childhood education system. As I have communicated above, Head Start is just one component in the many levels of responsibility for which children are assessed and measured throughout their entire educational experiences.

Unfortunately, when the early education system is perceived not to work, more likely than not, Head Start becomes the scapegoat of the entire system failure.Still getting to common ground and to propose one of numerous remedies . . . I believe we need to ensure that early childhood education testing compares apples to apples when measuring the impact of Head Start. For this, it?s necessary to assess children continuously at appropriate levels. First, establish the test and control groups before children enter kindergarten (at age five): Measure the skills of Head Start children when they complete the Head Start program, children who didn?t attend any early childhood education program, children who attended a day care or home care program. Upon completing kindergarten, measure all of these children again?at least through the third grade, which is where most opponents believe Head Start children don?t fare any better than the children who received alternative or no early childhood education.

From here, we can simply interpret the numbers. As I wrap up, I?d like to challenge you to discover the benefits of early childhood education and Head Start through what seems to be unorthodox methods: ? Go to a Head Start facility. Talk to the teachers and staff about the services and educational opportunities that we provide to children and their families. ? Speak with the parents of children who attend Head Start. They can offer their first-hand accounts and experiences of the advantages of a Head Start program. ? Attend a Head Start parent county council and/or a policy council meeting. These meetings are excellent opportunities to ask questions about how Head Start impacts children, families and communities. And remember: Working together, we can make a positive difference in the lives of children and families.
